TPWD - Program Supervisor VI (Preservation Services Team Lead/State Parks Historic Architect)

Texas Parks and Wildlife Department is dedicated to managing and conserving Texas's natural and cultural resources. The Preservation Services Team Lead will supervise staff, manage preservation projects, and ensure adherence to preservation standards and laws while advocating for historic preservation within Texas State Parks.

Government Administration

Responsibilities

Establish team goals, objectives, and team activities
Supervises and evaluates Preservation Services staff
Responsible for the professional application of the Secretary of the Interior’s Standards for the Treatment of Historic Properties, the Antiquities Code of Texas and the National Historic Preservation Act
Serves as a liaison to the Texas Historical Commission (THC) and other state or federal agencies on architectural/historic preservation projects requiring consultation
Supervises the planning of historical research
Guides planning, technical assessments, and preservation projects on historic properties across the state parks system
Identifies and directs repair and restoration work
Plans and budgets for preservation projects across the parks system
Manages the Preservation Services budget, and individual project budgets
Will write scopes of work and performance specifications for architecture, engineering, and construction consultants
Manages consultant contracts
Will review projects that may affect the historic integrity of buildings, structures, and landscapes 45 or more years old
Reviews plans and specifications to ensure adherence to accepted preservation practices, applicable codes, and state and federal laws
Will identify preservation issues for historic architecture and historic landscapes and establish Areas of Potential Effect (APEs)
Field inspections of APEs will be required
Reviews information regarding design, specifications, materials, color, equipment, and estimated costs
Provides assistance regarding historic architecture to the state parks minor repair program
Will establish maintenance protocols for historic buildings
Advocates for the importance of history and historical research of the state parks, and lands that may become state parks
Advocates for historic preservation within Texas State Parks
Manage decision-making for a database of Texas State Parks historical information including documents, oral histories, and architectural data
Conduct hands-on workshops using Texas State Parks as historic preservation projects
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment
Performs additional duties as assigned
Complies with all State, Agency, Division, and Program rules, regulations and procedures

Required

Graduation from an accredited college or university with a Bachelor's degree in architecture, architectural history, historic preservation, or historic design
Five years experience evaluating built resources for historical significance and architectural integrity
Two years experience in supervising staff or preservation related projects
