Responsibilities

Lead the design and implementation of AI-enabled workforce models, including proxy workforce mapping and predictive analytics
Analyze large-scale personnel data to identify trends, gaps, and opportunities for digital workforce optimization
Develop dashboards and visualization tools to support talent management and strategic decision-making
Collaborate with stakeholders across government, industry, and academia to align workforce strategies with mission needs
Author high-impact deliverables including memos, reports, and strategic frameworks for digital talent initiatives
Support the development of Responsible AI programs, ensuring ethical and policy-aligned use of large language models
Conduct organizational studies and benchmarking to inform workforce planning and operational improvements
Design and manage recognition programs such as AI and Data Awards to foster innovation and excellence

Required

Bachelor's or Master's degree in Data Science, Human Capital Management, Public Policy, or related field
5 years of experience in workforce strategy, change management, or digital transformation within federal or enterprise settings
Proficiency in data analysis tools (Excel, SPSS, Tableau, Power BI) and workforce modeling techniques
Deep understanding of AI, data analytics, and software engineering workforce domains
Exceptional communication and stakeholder engagement skills across multidisciplinary teams
Experience with federal HR systems (Oracle HCM, Workday) and cloud migration projects
