The role involves organizing data structures, creating documentation, and preparing for migration to a unified database system, while also supporting the business analyst to ensure project efficiency and success.

Responsibilities
Evaluate existing Access and Excel database structures
Develop, analyze, and document stakeholder requirements for a new database based on state and federal rules and staff input
Facilitate communication with IT developers, environmental scientists, wastewater engineers, and project team members to clarify requirements
Create comprehensive documentation including business plans, entity relationship diagrams, process models, and descriptive project plans
Research and evaluate database solutions and interim approaches for integration
Coordinate project activities and maintain documentation to ensure timely deliverables
Assist the business analyst with tasks to support project success and workflow efficiency
Continuously seek improvements to add quality and eliminate redundant actions
Qualification
Required
Experience in business analysis, including requirements gathering, process modeling, and functional analysis for custom software solutions
Expertise in database modernization, especially migrating from Access databases
Ability to define, develop, and write business requirements for database management systems
Experience with data cleanup, standardization, and quality remediation
Proficiency with Microsoft technologies including Access, Visio, MSSQL, Teams, Word, and Excel
Familiarity with data management systems such as Oracle and SSRS
Experience working in public sector environments and knowledge of local, state, and federal processes
Background in environmental information systems, especially wastewater compliance and data management
Familiarity with project management tools and documents such as Project Charter, Risk Register, and RASCI Matrix
Bachelor's degree in Information Systems, Computer Science, Business, or related field (or equivalent experience)
Exceptional written and verbal communication skills
