Responsibilities

Work with programs, and division finance teams to translate compliance expectations into fiscal transactions
Assist the General Ledger/Accounts Payable unit in executing all fiscal adjustments and audit requirements
Participate in continuous improvement of oversight systems, processes, and development of tools
Facilitate preparations for external monitoring visits, reviews, audits, and evaluations and participate as appropriate
Assist with Year End and Month End Close processes, taking the lead in reconciling balance accounts
Prepare written and oral responses to inquiries from Finance staff, division managers and supervisors as requested
Plan, organize and participate in financial and compliance audit assignments to assure compliance and dependability of financial records
Provide proficient contribution in allocating Direct Admin Cost and Overhead Cost Allocations
Conduct and/or review revenue allocations
Maintain records in compliance with applicable requirements
When needs arise research current, new and proposed regulatory requirements to determine impact to the department
Provide ongoing support to program finance teams by reconciling ledgers, identifying allowable and unallowable charges in the county's financial system for various projects
Research laws and regulations; review policies and procedures for compliance with state and federal regulations, county code, ordinances, GAAP and GAAS; make recommendations to management on accounting treatments and determinations
Coordinate and compliment the Grants and Compliance Management team’s effort to respond to requests from internal and external auditors
Compile information for completion of reporting, including reports for management, funders and regulators or auditors
Depending on complexity of the request, perform analysis, identify trends and follow-up on opportunities for enhancement
Participate and/or provide training and lead various team and committee meetings, as required

Required

Demonstrated at least 5 - 8 years of progressive experience in accounting, finance, audit, or grant/contract monitoring
Experience performing complex accounting tasks and audit engagements, particularly in cost accounting in Government or Nonprofit environment
Experience with cost and revenue allocations
Thorough understanding of and experience with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) rules and proclamations
Demonstrated proficiency in the use of Microsoft Office products with advanced level expertise in Excel
Ability to understand funding sources, policies, and program requirements
Demonstrated experience with cost accounting as it pertains relevant to 2 CFR 200
Ability to communicate orally, and in writing with individuals of diverse backgrounds, and at all levels of an organization related to internal and external stakeholders. Experience analyzing and reporting out on complex issues relating to financial and policy compliance
Demonstrated organizational skills to prioritize multiple work plans that may involve collaboration and facilitation with other staff
Demonstrated ability to develop and maintain effective, collaborative, and positive working relationships with both internal and external stakeholders
Demonstrated keen analytical, organizational and problem-solving skills
Demonstrated project management skills to manage through multiple priorities
Valid Driver's License

Preferred

College degree in Accounting or Finance or Business Administration
Experience with account reconciliation
Experience in monitoring Gift Card and Pcard
Experience interfacing with external and internal auditors
Demonstrated experience in federal, state, and local audit requirements for grant/contract administration
Experienced with various accounting/finance reporting systems Peoplesoft, Oracle/EBS, and other reporting systems
Knowledge of governmental and/or nonprofit accounting, budgeting, and finance
Experience in leading audit engagement and/or award recipient monitoring site visits strongly desired
