Legal Investigative Analyst
The DC Department of Human Resources is responsible for managing the human resources functions for the Metropolitan Police Department. The Legal Investigative Analyst role involves conducting complex legal research, case evaluation, and providing policy analysis related to disciplinary reviews and administrative investigations to ensure compliance with various laws and regulations.

Responsibilities
Serves as a senior analyst handling the more complex and difficult disciplinary matters. Conducts in-depth legal research on federal, state, and District laws, regulations, and case law relevant to disciplinary actions, labor laws, and administrative proceedings
Interprets and applies case law and legal precedents to disciplinary matters and recommends appropriate courses of action
Reviews and evaluates all case files, departmental policies, practices and related forms, ensuring consistency and conformance to the law and with MPD policies and legal standards and applicable collective bargaining agreements
Prepares legal memoranda, disposition letters, and reports summarizing case findings and recommendations
Confers with legal entities on case-specific basis to ensure that the District has maximum legal protections prior to issuance of all disciplinary materials, including drafting notices of disciplinary action and other legal documents as required
Assists leadership in interpreting and enforcing, Federal, State and local law; advises Department officials concerning labor-management issues. Coordinates with Human Resources Management Division, Office of Labor Relations on Collective Bargaining, Mayor’s Office, General Counsel and other internal and external stakeholders regarding labor and discipline employee relations issues
Keeps abreast of agency and other changes in laws and regulations related to the function of the Office, recommends an appropriate course of action to Director, as deemed necessary
Organizes, analyzes, and manages case files, ensuring proper documentation and compliance with legal and procedural requirements
Provides technical guidance and assistance to junior analysts of the Office in areas of specialized knowledge
Converts physical case files into electronic format, maintaining accurate digital records
Assists in developing case strategies and supports MPD leadership in resolving disciplinary cases
Prepares and presents written and oral reports on case evaluations and investigative findings
Supports the settlement process, assisting in drafting settlement templates and agreements
Assists in updating policies and procedures to align with legal requirements and best practices
Develops and delivers training materials on disciplinary procedures, case management, and legal updates
Supports leadership in analyzing trends and recommending policy improvements to enhance disciplinary review processes
Provides general administrative support for meetings, hearings, and special projects
Gathers information in response to inquiries from internal and external stakeholders
Manages project timelines and tracks case progress to ensure efficient workflow within the division
Compiles monthly statistical and status reports and presentations for internal and external stakeholders of assigned matters
Coordinates and facilitates disciplinary review meetings and special initiatives
Performs other related duties as assigned
Qualification
Required
Demonstrated advanced research strategies and techniques sufficient to research the most complex discipline and labor issues
Knowledge at an advanced level of federal and District employment laws, including due process rights, administrative law, labor relations, and case law relevant to disciplinary actions
In-depth knowledge of agency policies, regulations and procedures; labor and district related to the function of the Department
Comprehensive understanding of collective bargaining agreements (CBAs) and their impact on disciplinary procedures
Extensive experience in legal research, case evaluation, and policy development
Ability to conduct legal research, case analysis, and report writing, particularly in matters related to employee discipline and administrative investigations
Skill in interpreting and applying legal knowledge in various situations
Highly developed skills in legal writing and analytical skills
Skill in applying sound judgment in the review and analysis of matters assigned and deriving logical conclusions
Strong ability to provide legal guidance, policy interpretation, and training to senior leadership and personnel
Proficiency in legal research databases, case tracking systems, and data analysis tools to monitor disciplinary trends
Ability to develop and implement strategic recommendations that enhance the efficiency and effectiveness of MPD's disciplinary review process
In-depth knowledge of administrative law, due process requirements, and case management procedures
Strong legal writing, verbal and written communication and analytical skills
Strong organizational and case management skills
Ability to provide legal guidance and training to MPD personnel on disciplinary and investigative processes
High School Diploma or its equivalent is required
One (1) year of specialized experience at the CS-13 grade level, or its non-District equivalent, gained from the public or private sector
Preferred
Professional certifications in legal studies, HR compliance, or labor relations preferred
Juris Doctor (JD) degree from an accredited college or university preferred
