Supervisory General Engineer

The DC Department of Human Resources is seeking a Supervisory General Engineer for the District Department of Transportation. This role involves providing technical expertise and leadership in managing electrical engineering projects, including overseeing the DC Smart Street Lighting Project and ensuring compliance with established performance standards.

Responsibilities

Responds to and interacts with external groups, including but not limited to unions, Advisory Neighborhood Councils, DC Councilmembers and staff, developers, Business Improvement Districts and other business associations, and District citizens
Interfaces with Federal, state and regional government agencies, and other government agencies as required. Resolves citizen, employee, and elected officials' concerns promptly. Identifies and collaborates on operational and safety plans for special events and emergency preparedness for the District of Columbia
Provides the full range of supervisory services to manage and direct the work efforts or subordinate staff and activities of assigned operations. Regularly reviews performance metrics to analyze trends on operational performance. Establishes performance plans and a data-driven approach to improve processes, maximize efficiencies, and allocate resources effectively. Completes employee evaluations
Leads teams in achieving project objectives; plans work to be accomplished, sets and adjusts short -term priorities. Assists with setting and negotiating deadlines and milestones for completion dates; and performs operational and programmatic activities, planning the budget and initiating new plans and logistics
Reviews internal control systems for compliance with established procedures and standards. Corrects deficiencies in productivity, accuracy, effectiveness and customer service; and keeps management informed of any operational, deployment or coverage issues that may impact traffic operations
Involved daily with contract administration and procurement of services. Must be able to draft and approve consultant agreements, contracts and contract modifications, scopes of work and payments and fee negotiations. Ensures that consultant and contract agreements are monitored regularly for adherence to established performance standards
Approves contractor payments and ensures contract technical specifications are consistent with established guidelines, Federal and District of Columbia codes. Reviews contractor cost breakdowns, progress, and performance measurement data. Reviews change order requests and negotiated cost proposals. Complies with the project closeout process requirements and reconciles project balances and contractor claims
Reviews final contract plans and specifications; cost estimates for completeness, clarity of details, and conformance with accepted design and construction practices; and makes recommendations for approval. Oversees and monitors contractors for compliance with District of Columbia and federal standards, codes, regulations, and guidelines. Responsible for quality control and compliance with DC standard specifications

Required

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level
A Professional Engineer (PE) License is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia have 12 months to obtain a PE license within the District of Columbia or will be terminated
Must possess and maintain a valid driver's license

Preferred

Electrical Engineering Experience Is Highly Preferred
P3 experience is preferred
