Applications Development Analyst
Zencon Group Inc. is seeking an Applications Development Analyst to support the Division of Administrative Hearings (DOAH) in Tallahassee, FL. The role involves developing, maintaining, and enhancing applications that facilitate adjudication, mediation, and case management services, ensuring system reliability and providing technical support for mission-critical applications.

Responsibilities
Develop, maintain, and enhance DOAH's internal case management systems and related business applications (e.g., Accounting and JCCa)
Provide ongoing support for systems written in VB.Net and C#, including scheduling, docketing, automated document generation, reporting, and billing
Integrate applications across DOAH programs, including Adjudication of Disputes (ALJ), Judges of Compensation Claims (JCC), and web-based filing systems
Manage and support SQL Server databases with over 25,000 registered users, replicated to remote sites for 24/7 real-time access
Ensure system uptime, availability, and security compliance for mission-critical statewide services
Work both independently and collaboratively to define system needs and deliver effective technical solutions
Document processes, workflows, and technical updates for knowledge transfer and compliance
Work under the direction of DOAH's designated Program Manager
Participate in and lead activities as directed by DOAH
On-site presence required: Must be available for initial setup and regular in-person work/meetings at DOAH's Tallahassee office
Collaborate with DOAH's incumbent contractor during an initial transition to support knowledge transfer and ensure continuity of services
Develop, maintain, support, and enhance software applications in conformance with DOAH methodologies, standards, and practices
Provide .NET application support: designing, coding, testing, implementing, maintaining, and supporting DOAH applications
Provide MS SQL database support: including data design/modeling, coding, implementing, maintaining, and supporting DOAH applications
Provide SQL programming (stored procedures, functions, views)
Manage configuration and version control for software application objects (TFS or equivalent)
Oversee code movement from development → testing → production, ensuring documentation and team coordination
Perform system analysis to implement user-defined requirements and identify operational efficiencies
Facilitate requirement collection and user acceptance testing (UAT) with program staff
Estimate, test, and implement system changes to meet requirements
Produce status reports and detailed accounting of hours worked by task
Follow DOAH IT processes and ensure compliance with agency standards and security policies
Serve as a technical consultant to DOAH staff and provide training/knowledge transfer as required
Adapt to changing work plans and provide up to five (5) hours of on-call support per month for updates, urgent issues, or troubleshooting (including occasional weekend/after-hours needs)
Qualification
Required
Bachelor's degree or higher in Computer Science or a related field
5+ years of experience in .NET programming inclusive of C#
5+ years of experience working on enterprise-level software applications
5+ years of providing analytical services on systems to implement user-defined requirements
5+ years of providing analytical services to identify operational efficiencies
5+ years of experience collecting system requirements with business program staff
5+ years of producing work estimates to implement user-defined requirements
5+ years of testing system changes to meet user-defined requirements
5+ years of facilitating user acceptance testing (UAT) with business program staff
3+ years of configuration management experience (using TFS or predecessors) for software application objects
5+ years of experience with MS SQL products, including MS SQL 2008 R2
5+ years of SQL database application support, including data design/modeling, coding, implementing, maintaining, and supporting applications
5+ years of SQL programming, including stored procedures, functions, and views
5+ years of experience in change management best practices, serving in a code promotion role in partnership with a development team
Preferred
Experience working with government or public sector systems
Knowledge of case management or adjudication systems
Familiarity with Microsoft Power Platform, Azure, or modern application frameworks
Experience with document management and indexing systems
