Responsibilities
Analyzes user needs to determine functional and technical requirements
Provides expert guidance in analysis and the design of information technology architectures, technology analyses, systems architectures, and strategic planning
Provides software process management and control throughout the coding portion of the software development process
Leads and supports the challenges faced by developers who must deal with issues such as cultural change, software distribution, security, data distribution, and business process impacts
Guides the development team through the implementation of the systems designed
Managing work items and tasks to meet deadlines established with the government for software releases and other planned scheduled events and deliverables
Work in a software development life cycle, apply security and vulnerability best practices, and require little or no instruction and guidance in performing routine tasks and updating change management systems to document system changes
Have effective technical, communication, skills and experience to recommend design solutions and improvements that enhance the system cost, schedule, and performance
Participate in team meetings with the government to improve understanding of the mission, tools, concepts, frameworks, and increase effectiveness in maintaining government computer systems
Work with PM to maintain all contract deliverables to include Action and Issue Log, Data Quality Reporting, Program / Project Schedule, Test Case Specifications, Ad Hoc Reports, Meeting Minutes, and Weekly Status Reports
Support ongoing data reviews of data loaded and stored in NSLDS for completeness and accuracy, as well as improvements to operational and executive-level reports associated with the data
Gather and document complex business requirements
Analyze data to provide strategic insights and support decisions
Improve business processes and identify opportunities for growth
Qualification
Required
Bachelor's degree in Business, IT, Finance, or related field
U.S. citizens with High-Risk Public Trust
7+ years' business analysis experience, with proven success on complex projects, leading initiatives, and driving improvements
Highly skilled individual who can quickly understand the NSLDS data model and the intricacies of NSLDS's collaboration with other FSA and Federal Loan Servicer systems for complicated business and program processes
Knowledge of Federal Student Aid business areas to include, but not limited to, Federal Loan Servicing data, repayment plans, Gainful Employment regulations and other accountability metrics, and more
Knowledge of or ability to quickly understand business processes and integrations across FSA systems to accomplish a business goal; for example, Income Driven Repayment and SAVE processes as documented across multiple systems including NSLDS, Common Origination and Disbursement (COD) system, Federal Loan Servicers (FLS), Federal Tax Information Model (FTIM) systems, and more
Experience in areas such as, but not limited to developing, improving, and managing operational data and data models in the federal government
Exceptional ability to transform data into strategic insights, identify trends, solve problems, and think critically
Analytical Experience with data analysis, critical thinking, problem-solving, process modeling
Excellent written/verbal skills, translating technical info, stakeholder management
Experience with cross-functional collaboration
Technical: MS Office Suite (Excel, PowerPoint), Visio, SQL, JIRA, data visualization tools
Methodologies: Agile/Scrum, SDLC, Waterfall experience
Preferred
Familiarity with NSLDS, other FSA systems, and FSA enterprise architecture preferred
