Assistant Chief Financial Officer
The City of Allen is a dynamic community with over 100,000 residents. They are seeking an Assistant Chief Financial Officer to support fiscal management policies and procedures, oversee budget preparation, and manage department activities across various city departments.

Responsibilities
Assists in the management of department services and activities by providing support for the preparation and implementation of department goals, objectives, policies, and procedures, coordinating various accounting and financial activities with department employees, and communicating with the City Manager, City Council, Chief Financial Officer, department heads, and other City employees on financial issues
Coordinates work plans and personnel needs by reviewing and evaluating methods and procedures, identifying and resolving problems, handling personnel issues and conducting employee performance evaluations
Prepares financial statements by providing assistance for audits with external auditors and City personnel and preparing and reviewing final documents
Assists with budget preparation and implementation by assisting in performing budget analysis and review, working with departments on forecasting cost needs, merging operating and payroll budgets, assisting in the preparation of final documents and the general ledger, and assisting the City Manager, Chief Financial Officer, department heads, and other employees with financial analysis
Assists in the management of cash and investments by monitoring cash flows, assisting with investment decisions, preparing reports and statements for the City, and working with financial advisors on debt issuance
Performs other duties as assigned
Qualification
Required
Bachelor's degree in Finance or related field
Five (5) years progressively responsible experience in Governmental Finance
Five (5) years of supervisory experience
Must possess a valid Texas Class C driver's license
Preferred
Other combinations of education and experience may be considered
Knowledge of City rules, regulations, policies, and procedures
Knowledge of municipal financial, budgeting, accounting, and purchasing policies, requirements, and procedures
Knowledge of supervisory methods and techniques
Knowledge of state laws, regulations, and guidelines governing all aspects of municipal operations
Knowledge of planning, administration, and operation of multiple divisions
Knowledge of modern office practices, procedures, and equipment, including financial application software
