IS Technical Services Specialist Senior (Senior Network Engineer)

Responsibilities

Collaborate with vendors, leadership, and peers to diagnose issues; in collaboration with others prepare and share detailed recommendations and reports; and implement effective corrective actions to resolve related problems
Evaluate existing systems to identify and recommend automation and consolidation opportunities, and architect and execute implementation strategies to optimize efficiency and reduce complexity
Provide troubleshooting, resolution, operational and on-call emergency support for complex applications, desktop, server and network hardware and software issues across the County
Monitor application, desktop configuration, server or network software, hardware and service operations
Collaborate using expert resources and IS Leads in reviewing service requests, release notes, and new technology proposals to assess their impact on County hardware, software, network infrastructure, and operational processes. Provide recommendations and summarize findings related to risks, costs, and implementation efforts to support final decision-making
Provide individual and group instruction to both technical staff and departmental customers as needed on the use of equipment and software, and on server and data network infrastructure features
Develop, maintain, and test components of the County’s disaster recovery and backup plans, including identifying critical business processes and systems, defining environment readiness requirements, and maintaining recovery procedures and communication processes between Information Services and other County departments
Serve as a subject matter expert by mentoring, coaching, and supporting colleagues using clear and effective communication methods—adapting to different audiences and formats to share technical knowledge, guide problem-solving, and promote best practices
Assist in writing and evaluating technical RFPs and bids
Lead end-to-end lifecycle management of the County’s voice and data networks, including senior-level participation in the design, installation, configuration, monitoring, maintenance, and upgrades of network hardware, operating systems, WAN/LAN infrastructure (switches, routers, fiber, cabling), and software—to ensure compliance, reliability, and peak performance
Provide expert-level support and management for diverse network and VoIP telephony systems, including specifying, configuring, installing, and maintaining firewalls, load balancers, VPN appliances, cloud networking, and comprehensive VoIP systems—ensuring robust software management and access control
Coordinate with Security and external vendors to ensure firewall and other current and future network security needs are managed effectively and compliant
Coordinate and collaborate with internal County teams and external vendors for general support, new construction and expansion projects, including fiber and cabling installations, office space changes and technology integrations
Participate in network and voice-related projects from requirements gathering, working with vendor(s) through testing, cutover planning, and end-user training; plus provide ongoing support and escalation management
Analyze County-wide data network connection needs by conducting walk-throughs, developing plans, and installing network cabling for connection of PCs, printers, and other networked devices. Consult with and coordinate the work of electrical contractors to install network cabling following County standards and process awareness
Remain current on best practices in call-center architectures (hunt groups, ACDs, IVRs, reporting) combined with understanding standards and processes for field-work moves, adds, changes (MAC), cable installs, data closet patching, incident support
Create and maintain the support and knowledge base documentation and schematics of the County’s network equipment and facilities
Practice and guide others in continuous improvement processes and practices such as ticket/problem management, roadmap planning and change control processes in alignment to County IS leadership direction

Required

Bachelor's Degree in computer sciences or a related field
Six years of progressive server hardware and server-based operating systems administration including mobile and desktop, applications or security administration, or data network and network device support as related to the current opening
Equivalent combination of education and related experience
