Human Resources Technician

The City of Lakewood is seeking a Human Resources Technician to join their HR team. This role involves providing vital administrative support for human resources functions and ensuring compliance within the workplace. The technician will manage various HR activities, including records management, employee programs, and customer service inquiries.

Government Administration

Responsibilities

Assist with division budget process, including processing invoices, monitoring expenditures to budget, maintaining records, and producing reports as requested
Provide administrative support for a variety of employee programs, including collecting data; conducting research; and preparing reports, files, correspondence, meeting agenda packets, forms, and other documents as required
Ensure mandatory employment posters and information located on the Human Resources bulletin board(s) are current and compliant
Assist with planning and implementing City-wide events such as quarterly employee recognition, and annual volunteer recognition, United Way Campaign, and WellCity Award events
Process and distribute division mail daily; monitor supplies status and order replacement supplies as needed
Assist with maintaining accurate and on-going position control tracking; ensure new positions are accounted for accurately and discontinued positions are retired. Update tracking systems and records as appropriate
Coordinate and track division responses to public records requests; ensure timely response is adhered; request response extensions, as needed; and provide regular status updates to HR team
Establish and maintain human resources filing systems, including multiple employee personnel files; archive, retain, and destroy documents in accordance with laws, regulations, and City policies and procedures. Maintain databases, spreadsheets, and logs for personnel records and management reports
Review various communication avenues for verification of employment requests; coordinate response with Payroll, and ensure requests are processed in a timely and accurate manner
Maintain regular, reliable, and punctual attendance
Respond to employee inquiries regarding City benefits; provide thorough and accurate information. Provide appropriate documents and/or self-service information to facilitate changes in benefits
Assist with annual open enrollment, review enrollment forms to ensure accurate and complete information is provided; enter updates into HRIS
Ensure current forms and information are readily accessible to employees in hard and electronic copies; update HRIS and third-party systems as appropriate
Serve as a primary point of contact for internal and external customer service requests for information, data, guidance, and documents. Communicate with a variety of supervisors, directors, and employees regarding human resources activities, policies, issues, and programs; communicate with outside organizations regarding a wide variety of general practices, training, and reporting
Generate regularly occurring and ad hoc reports, such as monthly organization chart updates, staffing reports, employee leave reports, and position control reporting. Conduct analysis to ensure reports are accurate and address the specific needs and request
Actively champion a culture of and commitment to workplace safety through everyday actions and leadership
Complete annual salary and benefit salary surveys in a timely and accurate manner. Respond to requests for information from other cities
Participate on interview panels, upon request. As a Human Resources representative, ensure all interview interactions are professional, compliant, and job-related
Coordinate and conduct onboarding orientations to enroll new employees into benefits, as appropriate; confirm eligibility to work in United States; issue building access/ID cards; review policies, safety, and wellness requirements; conduct initial compliance training; and complete/sign mandatory personnel documents. Track orientation checklist to ensure completion by established deadline
Coordinate and conduct exit orientation with terminating employees to provide final pay and benefits information; complete/sign personnel documents, including voluntary exit feedback form; and notify workers compensation coordinator of any unreported injuries. Ensure termination documents are processed timely and accurately
Serve as primary point of contact for administering building access/employee ID cards. Ensure site access is appropriate per each individual’s position, monitor expiration access card expiration dates to ensure timely updates, terminate access for lost cards, and provide replacement cards as appropriate. Maintain related equipment, supplies, and operating procedures manual
Ensure all personnel actions are entered into HRIS in a timely and accurate manner, audit entries, and update Payroll and/or third-party vendors as appropriate. Provide reports upon request
Serve as the primary point of contact for maintaining and updating the Human Resources page on the City website
Enter employee updates into appropriate third-party systems, such as AWC benefits, Department of Retirement Systems, Mission Square, Department of Social and Health Services, and NeoGov/GovernmentJobs.com
Serve as the City’s Wellness Coordinator. Administer program by coordinating monthly committee meetings and events including campaigns and other activities, track participation and budget, and prepare/submit reports to identify results and status of mandated standards to achieve annual AWC WellCity Award

Graduation from high school and four (4) years of progressively responsible human resources or administrative support experience involving public contact
Federal, state, and local laws, rules, and regulations related to assigned duties
Correct English usage, grammar, spelling, punctuation, and vocabulary
Technical functions and operations of a human resources office
Basic research methods and report writing techniques
Effective and professional verbal and written communication skills
Effective customer service standards and protocols
Read, interpret, apply, and explain rules, regulations, policies, and procedures related to assigned duties
Implement and maintain effective and compliant record keeping, including document destruction per Washington State archive requirements
Research, compile, and analyze data, as well as generate effective and accurate reports
Establish and maintain trust, confidence, cooperative, and effective working relationships
Effectively prioritize, plan, and complete multiple and competing work tasks and projects
Communicate effectively, both verbally and in writing, to audiences of various social, cultural, ethnic, educational, and economic backgrounds

Operate standard office equipment and personal computer software to include Word, Excel, and Outlook Calendar

Preferred

Previous human resources, public sector, or labor relations experience is desirable
Previous experience entering data in an HRIS system or processing changes in benefits is desirable
