DAMAGE PREVENTION CRITICAL ASSETS LEAD

NEOGOV is seeking a Damage Prevention Critical Assets Lead for the City of Monroe, NC. This role is responsible for locating, assessing, monitoring, and protecting the City's critical utility assets while ensuring compliance with safety regulations and coordinating with various teams.

Responsibilities

Assists Crew Leader in coordination of the daily activities of the Damage Prevention Specialists; provide oversight of Damage Prevention Specialist(s) assisting with critical asset locates; locate and mark natural gas, electric, water, sewer and fiber optic utilities providing location for NC811 locate tickets, other utilities, and City Departments; coordinate and/or inspect construction activities crossing or exposing the natural gas transmission pipeline, fiber optic cables, natural gas distribution pipelines, distribution electric facilities, distribution water facilities and wastewater collection systems; investigate third party damages; prepare and maintain maps, files, and records
Independently performs the most sensitive, and high-risk utility locates across all systems, with emphasis on the natural gas transmission pipeline, high-pressure gas distribution, underground electric transmission, underground high-voltage electric primary lines, large diameter water distribution mains, large diameter sewer collection mains, and major fiber trunks
Conducts advanced inspections, audits, and routine assessments of critical assets to identify risks, discrepancies, conflicts, or emerging issues; completes utility locates and documentation per state law requirements
Serves as a lead technical resource during major construction projects, capital work, utility relocations, and third-party excavations near critical infrastructure; investigates third-party damages as needed
Assists the Damage Prevention Supervisor with risk assessment, protection strategies, and response planning for critical infrastructure
Coordinates and/or performs inspections of construction near, crossing, or exposing the natural gas transmission pipeline, fiber optic cable, natural gas distribution pipelines, electric distribution cables, water distribution lines and wastewater collection systems
Manages Encroachment Permit submittals by Third-Parties attempting to cross the right of way or easements in which a critical asset is installed
Serves as the field representative for internal projects being performed on critical assets
Coordinates and participates in locating for emergency locate tickets; responds to after hour locates, if needed
Collaborates with GIS to develop and maintain mapping systems for critical asset location and identification; completes map corrections and reviews maps for quality assurance
Assists in the installation of critical asset markers, performs critical asset right of way maintenance as needed
Maintains locating tools and equipment; identifies equipment needs and recommends upgrades or replacements
Discusses job requirements with and receives detailed instructions from supervisor
Participates in compliance related audits with the North Carolina Utilities Commission (NCUC) as needed
May be required to work outside normal hours in emergencies and perform on-call duties; participates in locating for emergency locate tickets; responds to after hour locates, if needed

Required

Expert knowledge and experience of operating electronic locating devices
Ability to read and understand locate tickets and work within the NC811 one call system
Ability to read, understand, and correct utility maps to determine the location of natural gas pipelines, electric lines, water lines, wastewater lines and fiber optic cables
Ability to establish and maintain effective working relationships with associates, contractors, and the general public
Ability to train employees in locating techniques, safety practices, equipment use, and documentation
General knowledge of a variety of methods and tasks associated with the installation, maintenance, and repair of utility lines and their respective risks
Knowledge of OSHA safety standards related to working on or near exposed energized electric components
Working knowledge of the APPA Safety manual
Working knowledge of water and wastewater system best management practices
Any combination of education and experience equivalent to graduation from high school and a minimum of five years' experience in utility construction or maintenance including skilled experience locating underground natural gas, electric, water, wastewater and fiber optic cables
Possession of a valid NC or SC Driver's License
Possession of or ability to obtain CPR and basic first aid certification within one year of employment

Preferred

Experience in a lead or field coordination role strongly preferred
