INFORMATION TECHNOLOGY SPECIALIST (INFOSEC/SYSANALYSIS)

The USAJOBS is seeking an Information Technology Specialist (INFOSEC/SYSANALYSIS) at Kirtland AFB, NM. The primary purpose of this position is to serve as the Center's Information System Security Manager, responsible for cybersecurity and advising on IT policy and implementations.

Responsibilities

Serves as the Center Information System Security Manager
Plans, tests, and configures network systems and solutions; administers the local area network (LAN) and wide area network (WAN), including classified and SCI systems for the organization
Plans, organizes, and oversees activities of JNWC operational communications, providing mission assurance for PNT mission support systems
Represents the JNWC J6 with a variety of operational functions and exercises, and provides IT planning and management functions for the JNWC

Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
Position designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the AF, national security, and public safety
Employee must (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing
May be required to travel by military or commercial aircraft in the performance of TDY assignments
May be required to work overtime on an unscheduled or emergency basis
Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber codes namely: 722 - Information Systems Security Manager, 451 - System Administrator, and 805 - IT Program Auditor
Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower broadband NH-02 (next lower grade GS-11) or equivalent in other pay systems
Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures
Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews
Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation)
Knowledge of risk management processes (e.g., methods for assessing and mitigating risk)
Knowledge of the Department of Defense, JCS, and the Services vision and strategic planning documents relating to Command, Control, Communications, and Computer (C4) in order to work within broad areas of directions for planning, designing, and carrying out major studies/projects
Skilled in applying of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications
Ability to develop and conduct training on information security and to communicate factual and procedural information clearly, both orally and in writing
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and provide a comprehensive current operational readiness assessment to the commander
