HUMAN RESOURCE SPECIALIST
USAJOBS is seeking a Human Resource Specialist to serve in the Human Resources Office of NAVSEA HQ FIELD SUPPORT. The role involves managing the Onboarding and Meet the Fleet Program, providing policy guidance, and conducting analyses of HR programs.

Responsibilities
You will serve as resident expert and manager for the Onboarding and Meet the Fleet Program
You will provide policy guidance and interpretation to the staff within your program areas
You will execute and look to improve the Onboarding Program and communicate outcomes to leadership and stakeholders
You will design and conduct studies and analyses of Human Resources Programs
You will prepare and present briefings to provide status updates, identify potential problem areas and present findings, recommendations and results of studies, analyses and specials projects
You will provide authoritative interpretation and instructions on laws, regulations, policies and procedures
You will identify duties, knowledge/skills/abilities, evaluation factors and supporting narratives, and accompanying data field
Qualification
Required
4-year course of study leading to a bachelor's degree
Your resume must demonstrate three years of general experience equivalent to the next lower grade level/pay band NH-01 (GS-04) in the federal service or equivalent experience in the private or public sector analyzing problems, plan and organize work and communicate effectively orally and in writing for Human resource Management
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
