Assistant Administrator and Chief Safety Officer

The Federal Motor Carrier Safety Administration (FMCSA) is seeking an Assistant Administrator and Chief Safety Officer located in Washington, DC. Responsibilities

Serves as the safety ombudsman and chief safety advocate for the agency to ensure that the full range of FMCSA programs and services support the Agency's mandate so stated in Public Law 106-159
Provides executive leadership over the development, oversight, and delivery of nationwide programs to enhance the safety of motor carrier operations, vehicles, and drivers, and any other entity the agency credentials. With the Administrator and Deputy Administrator, establishes program policies, objectives, and priorities, and develops strategic plans for the accomplishment of motor carrier safety program activities. Oversees, manages, and provides executive leadership of assigned Administration initiatives
Serves as the lead advocate of the FMCSA safety policies, and represents FMCSA before Congress, in meetings and presentations with officials of Federal agencies, State, and local governments, industry organizations, safety interest groups, and community and public groups
Serves as adjudicator for agency enforcement actions and safety rating processes
Provides executive direction and program emphasis in promoting partnerships with other Federal, State, and local government entities, motor carrier and insurance industries, safety interest and driver groups, the law enforcement community and professional alliances
Develops, implements, and coordinates a comprehensive financial accountability and integrity program for assigned areas of responsibility ensuring the effective operation of budget processes, proper utilization of and accounting for FMCSA's resources, and an up-to-date information on the status of program and program funds
Assures that nationwide programs and division office program activities are carried out in accordance with the policies and objectives of the Federal Motor Carrier Safety Administrator and within established legislative and program requirements

Required

Top Secret/ Sensitive Compartmented Information (TSSCI) Clearance
U.S. Citizen or National

Provide all required documents by closing date
Complete a one-year SES probationary period
Complete a Declaration for Federal Employment
If male born after December 31, 1959, certify registration with the Selective Service System or exemption
Subject to pre-employment and random drug tests
Obtain and maintain an interim and/or final security clearance prior to entrance on duty
Demonstrated knowledge of and leadership experience with transportation safety programs and policies at the Federal, State, and local levels, with an emphasis on the safety of motor carrier operations, vehicles, and drivers
Demonstrated experience directing a staff of many varied subject matter expertise involved in planning, developing and implementing complex operational and administrative programs to support and achieve agency goals and objectives
Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality
Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture
Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education
