Assistant Director - Engineering Services
Tarrant County College is seeking an Assistant Director for Engineering Services who will provide design support and coordination for development projects in unincorporated Tarrant County. The role includes overseeing staff, managing infrastructure projects, and ensuring compliance with regulations.

Responsibilities
Administers the County’s floodplain, subdivision, property access and utility regulations under the direction of the Deputy Director / County Engineer. Approves all related permits
Directly manages lower-level supervisors and personnel in the development division. May indirectly be responsible for managing other department staff as appropriate. Meets regularly with Transportation Service Director, Deputy Director/County Engineer or other staff members as required
Coordinates work and site visits with Environmental Specialist to ensure construction sites comply with all local, state, and federal rules and regulations
Manages the drafting, design and construction of County infrastructure projects, including the management of professional consultant contracts, contractors and others in the completion of projects
Interacts with the public by phone, email or in person to resolve problems related to drainage, right-of-way, floodplains, roadways and County regulations affecting development. Participates in Pre-Construction Advisory Committee meetings in providing guidance to developers and members of the public how to develop property in the unincorporated areas of Tarrant County
Prepares designs, project budget estimates and specifications related to engineering projects, including, but not limited to, culverts, grading, bridges and pavement projects, in accordance with approved objectives and standards. Coordinates and evaluates, in conjunction with Purchasing, bids and contracts for materials and services, including engineering, environmental services, etc. as required
Responsible for departmental personnel management in the absence of the Director and Deputy Director/County Engineer, as required
Evaluates subordinate performance, identifying strengths and weaknesses, providing employee guidance and motivation, or making recommendations for replacement when appropriate. Acts as managerial resource for staff questions regarding customer issues, policies, procedures, etc
Prepares annual reports and administers special programs at the request of the Director and/or Deputy Director/County Engineer. Perform quality reviews and/or audits of division work and budget and makes operational corrections as necessary. Authorizes requisitions and check requests as needed
Participates in all personnel matters in the assigned work unit, including disciplinary actions and the resolution of departmental disputes
Manages and coordinates the delivery of large-scale capital improvements, including grant-funded projects. Assist in the inspection of construction projects in progress as needed and participates along with the Deputy Director/County Engineer and Development Coordinator, the review and processing of development plats and plans
Participates in the planning of programs, policies, and objectives, when requested. Serves on local and regional committees as assigned
Performs all other duties as assigned
Qualification
Required
Bachelor's degree in civil engineering or related field required
Four (4) years of full-time work experience related to current methods and techniques of civil engineering as applied to the design, construction, and maintenance of highways, roads, bridges and construction inspections
Licensed Professional Engineer (P.E.) in the state of Texas
Certified Floodplain Manager (CFM) certification obtained within six (6) months of hiring
Must possess a current and valid driver license
Thorough knowledge of engineering principles and best practices
Ability to understand and implement technical instructions, perform complex drafting and engineering design work
Knowledge of construction specifications and costs
Working knowledge of geographic information systems (GIS), knowledge of the principles of land surveying, legal descriptions, and plats
Strong knowledge of Microsoft products and CAD applications
