Human Resources Specialist III - Human Resources - Clearances (027822)
The Texas Department of Criminal Justice is seeking a Human Resources Specialist III to perform complex human resources management work. The role involves administering a human resources management program, processing requests for human resources actions, and providing technical assistance regarding processes and operating procedures.
Government Administration
Responsibilities
Reviews, enters, and processes requests for human resources actions; assists in reviewing policies, procedures, rules, and regulations; handles complex issues and answering complex questions; and reviews and maintains correspondence, reports, forms, and other related documentation
Performs data entry, retrieval, and data searches; identifies discrepancies and coordinates corrections; tabulates, posts, and enters time and leave records; maintains and reviews files and record keeping systems to include automated information systems; and maintains computer databases
Provides technical assistance regarding processes and operating procedures; implements solutions to problems and new procedures; and ensures compliance of policies and procedures
Screens and verifies applicant information and required documents; completes notifications to applicants and employees regarding actions, form completion, and appointments; and trains others
May perform criminal information searches and retrieval using Texas Department of Public Safety criminal history system access
Performs a variety of marginal duties not listed, to be determined and assigned as needed
Qualification
Required
Graduation from an accredited senior high school or equivalent or GED
Two years full-time, wage-earning human resources, customer service, clerical, secretarial, administrative support, program administration, public administration, financial operations, auditing, or technical program support experience. Fifteen semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) may be substituted for each six months of experience
If required, must have or be able to obtain a certificate of course completion for the Texas Law Enforcement Telecommunications System (TLETS) policy and procedures training from the Texas Department of Public Safety within six months of employment date. If required, must maintain TLETS access eligibility for continued employment in position
Knowledge of the principles and practices of human resources management
Knowledge of office practices and procedures
Knowledge of applicable state and federal laws, rules, regulations, and statutes
Skill to communicate ideas and instructions clearly and concisely
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public
Skill to interpret and apply rules, regulations, policies, and procedures
Skill in the use of computers and related equipment in a stand-alone or local area network environment
Skill to prepare and maintain accurate records, files, and reports
Skill to review technical data and prepare technical reports
Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs
Preferred
Computer operations experience preferred
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred
Skill to type 45 words per minute (with no more than 10 errors) preferred
