Hearing Officer Specialist

Responsibilities
Coordinates zoning violation hearings assuring all functions are performed in accordance with applicable State and Federal laws, County ordinances and policies and procedures; prepares case files, notice of hearing, judgments, affidavits of service, and posts hearing dockets; enters data, tracks case dispositions and fines, and provides monthly case reports; formats, composes and prepares complex documents and reports; coordinates and prepares monthly hearings and assists Hearing Officer at hearings; acts as the Hearing Clerk and Recording Secretary at monthly hearings recording and transcribing minutes for the zoning violation hearings; maintains Hearing Officer records per state retention schedules; may act as backup for Planning and Zoning Commission and Board of Adjustment administrative support; reviews building permit calculations and specifications for destruction per retention schedules; inventories residential and commercial building plans; maintains the department file room/record storage, including the imaging, archiving, retrieval and system administrator functions for software imaging programs; may act as a backup to the Development Services Executive Coordinator in her absence; responsible for maintaining the department's County website pages; may cover project assessment meetings with customers; trains and guides administrative staff on file room duties to include; scanning, indexing, filing and researching; operates scanning equipment and prepares documents for scanning per established standards; prepares and processes confidential and sensitive documents; assists with receiving payments for site plan requests; responds to customer complaints and receives and responds to public records requests; manages the collection, analysis and reporting of projects and operational reports; regular and reliable attendance is required; performs other duties as assigned
Qualification
Required
High school diploma or GED and four (4) years of increasingly responsible work experience in the area of office administration with two (2) years of record management experience, OR an equivalent combination of education and experience
Requires successful completion of a background check and one (1) year progressively responsible supervisory experience
Knowledge of: Yuma County organization, operations, policies, and procedures; business English spelling, arithmetic, punctuation and grammar; filing systems; Arizona Open Meeting Law and statutory notice requirements; statutory requirements for records retention, maintenance, and the recording of actions taken; micrographics and imaging technology methods and procedures; records management practices and procedures; principles and practices of management, training, and supervision; State and County Planning and Zoning Commission laws and regulations; project management
Skill in: Analyzing and evaluating administrative needs, identifying problems, and developing feasible solutions; preparing reports; operating various types of office equipment; creating filing systems; conducting extensive research using computerized databases and the Internet; providing effective customer service; training staff in specific areas of need; representing the department or division; managing and preparing reports
Ability to: Communicate effectively verbally and in writing; follow written and verbal instructions; take abbreviated notes and transcribing documents; respond effectively with public inquiries and public records requests; plan, prioritize, manage, and respond to multiple assignments in a fast-paced environment
