Responsibilities

Manages ARRC bridge construction and maintenance work
Provides input regarding maintenance and improvement requirements by evaluating current and future usage
Supports development of annual and capital budgets for approval
Helps identify and prioritize projects and organizes work programs that fit within available funding
Administers ARRC policies and procedures
Coordinates recruitment and training programs and develops personnel bids
Implements ARRC safety, health and environmental policies and programs and monitors compliance/progress
Supervises ARRC and contract forces during construction, modification, maintenance, and repair activities
Determines appropriate work methods and procedures
Responsible for safe and efficient completion of projects within established schedules and budgets
Directs work to minimize costs, interface with other facility users, and to ensure safe and timely completion
Directs employees in the safe and efficient discharge of duties (foremen, welders, carpenters, bridgeworkers, equipment operators, helpers, laborers, etc)
Inspects ARRC bridges, docks, tunnels, culverts and related facilities
Provides general supervision of subordinate ARRC inspectors
Coordinates third party inspection of bridges, culverts and structures when appropriate
Ensures the maintenance of plan, inspection, and work report files
Coordinates and ensures the procurement of all necessary regulatory permits for department activities
Permitting agencies include Corps of Engineers, U.S. Coast Guard, Alaska Department of Fish and Game, and local authorities
Ensures compliance with federal, state, and local codes and regulations
Procure and manage contractors; ensure work is integrated into ongoing ARRC operations
Provides relief coverage for coworkers during periods of absence
Contributes to team effort by performing other duties as assigned
May be required to participate in Incident Command exercises and activities

Required

High School Diploma or GED equivalent is required
Six years of progressively responsible experience in railroad structure maintenance and/or construction is required, including a minimum of two years of experience in supervising or directing the work of others engaged in railroad structure maintenance
Must have a valid driver's license
Must have, or be able to obtain, an ARRC track car operator's license

Preferred

Bachelor of Science degree in Engineering, Construction Management or a related field is preferred
