Real Property Specialist

Responsibilities
Building and maintaining positive working relationships with employees, outside stakeholders, and the general public
Performing a variety of duties in areas of, but not limited to, property management, property acquisition, disposition of surplus property, operating and capital projects, and development of various agreements and contracts
Due diligence activities such as conducting through research of property ownership and rights, and analyzing public reports, maps, and property legal descriptions
Qualification
Required
Two (2) years in real property transactions and construction projects in a public agency or real property environment
Solutions-focused and a problem-solver
A motivated self-starter with effective interpersonal and leadership skills
Strong in both written and verbal communication
Demonstrates exceptional organizational skills and is detail oriented
Proactive mindset with the ability to thrive in a fast-paced, ever-changing environment
Ability to read and understand legal descriptions, engineered drawings, property maps, and various legal documents used in right-of-way and real property transactions
Understanding of principles and practices of appraising, negotiating, acquitting, disposing, and managing of governmental or public agency assets
Preferred
Completed educational courses through the International Right of Way Association (IRWA)
Skilled at building relationships and fostering collaboration among individuals and groups with varying priorities and competing interests to ensure project success
Effective time management and ability to adhere to deadlines

Employees hired on or after January 1, 2016 are subject to a 10-year District-service vesting period to be eligible for fully paid retiree medical upon direct retirement from the District. The District contracts with CalPERS for medical benefits.
A defined benefit retirement plan; reciprocity with CalPERS and CalPERS reciprocal agencies. (Reciprocal agency service does not count toward the 5-year or 10-year vesting requirement for fully paid retiree medical.) The defined benefit is 2.35% at 55 for those with classic reciprocity. New hires who are not eligible for classic reciprocity are eligible for the 2% at 62 PEPRA defined benefit.
