Deputy Director, Division of Risk Assessment

The Nuclear Regulatory Commission is seeking a Deputy Director for the Division of Risk Assessment in Rockville, MD. Responsibilities

Coordinates and manages division resources to execute licensing and technical reviews associated with the overall safety and environmental project management for the individual power reactors including; licensing actions, such as, amendments, technical specification initiatives, and exemptions or other requests requiring NRC approval; oversight actions to support resolution of generic issues and plant specific emergent issues; rulemaking actions to support development of PRA consensus standards and implementation of appropriate PRA quality requirements, and technical support for incident response
Oversees and approves licensing issues including: 1) licensing amendments for power reactors, all modes of operation; 2) technical specification initiatives; 3) safety evaluations, including accident dose consequences or fire protection issues; and 4) authorization of the expenditure of funds assigned to the Division
Develops and manages policies, programs, and procedures for implementing reviews and the licensing and oversight processes in coordination with applicants and licensees, the Office of the General Counsel and the Advisory Committee on Reactor Safeguards
Assigns and directs work within the organization, evaluating staff and organizational effectiveness in accomplishing assigned tasks, and trouble-shooting problems that arise in accomplishing the goals and objectives of the organization. Develops and implements more efficient and streamlined methods and procedures to accomplish the goals and objectives of the organization
Requests and utilizes financial resources effectively and efficiently to accomplish agency mission and goals
Ensures that staff performance is managed effectively and performance plans identify key performance priorities and appraisal results indicate meaningful distinctions are made in staff performance assessments

This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM the candidate must complete the ECQ process
Executive qualifications must be approved by OPM before appointment can be effected
You must meet the qualification requirements of this position no later than the closing date of the job opportunity announcement
Applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications
Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations
All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability
