Security Programs Manager

Responsibilities
Developing a multiyear Strategy and Program Management Plan to translate disaster recovery goals and objectives into effective COOP operations and activities
Formulating long-range policies and develops and implements strategies and management guidelines for complex and changing security systems
Analyzing and evaluating the economic impact, feasibility, practicality, and effectiveness of existing and proposed standards, regulations, programs, and polices
Preparing reports and/or written analyses regarding OIG security policies and positions on difficult or complex matters
Conducting threat analyses Including the identification of a disaster's unique recovery steps, Initiates COQP related projects, identifies work recovery measures and secondary work sites for OIG functions
Presenting briefings on security policy initiatives and project status, standards developed and solutions to critical issues and recommendations concerning long-range plans to top levels of management
Providing administrative and technical supervision necessary for accomplishing the work of the unit
Conducting or arranging unscheduled inspections of offices and areas during or after working hours to ensure that classified or sensitive information and material is being adequately safeguarded
Overseeing the development of policies, procedures, and systems for creating, managing, and disposing of federal records in compliance with National Archives and Records Administration (NARA) guidance and OIG protocols
Qualification
Required
You must be a U.S. Citizen or National
You must be able to obtain and maintain a Top Secret security clearance
You must be registered for the Selective Service, if applicable
You must successfully pass and are subject to random drug screenings
You must meet all qualification requirements by the closing date of this announcement
You may be subject to a probationary period
To qualify for this position at the GS-15 grade level, you must have at least one year of specialized experience at, or equivalent to, the GS-14 grade level obtained in the public/private sector
This experience must include in-depth skills in at least three of the following four areas; physical security, personnel security, information security, information technology security, which includes controlling access to and safeguarding classified security information
Knowledge of governing Executive Orders, regulations, and national policy directives
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent)
