Responsibilities

Provides programmatic leadership, and implementation policy oversight and direction for Reactor Oversight Process inspection and assessment of power reactors, including inspection program management, resident inspection, Problem Identification and Resolution Inspection program leadership, and allegation follow-up
Provides leadership for region-based baseline and supplemental inspections
Provides oversight and direction for risk assessments and implementation of the Reactor Oversight Program’s Significance Determination Process related to power plant equipment performance and reliability in all modes of operation and normal, off normal, and event conditions
Provides direction and manages the implementation of the NRC operator license examination program by performing operator requalification training inspections and operator licensing examinations; provides technical expertise and support for the operator licensing program; and performs Region-based baseline and supplemental operator requalification training program inspections
Serves as the contact with licensees, Headquarters offices, and the public for power reactors in the Region. Provides for prompt onsite response to reactor events
Ensures that staff performance is managed effectively, and performance plans identify key performance priorities and appraisal results indicate meaningful distinctions are made in staff performance assessments
Evaluates staff and organizational effectiveness in accomplishing assigned tasks, and trouble-shoots problems that arise in accomplishing the goals and objectives of the agency
Develops and implements more efficient and streamlined methods and procedures to accomplish the goals and objectives of the agency

This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM the candidate must complete the ECQ process
Executive qualifications must be approved by OPM before appointment can be effected
You must meet the qualification requirements of this position no later than the closing date of the job opportunity announcement
Applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications
Experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations
To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQs)

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
Degree: Engineering. To be acceptable, the program must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET
Combination of education and experience -- college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering
You must include an unofficial or official copy of your college and/or university transcripts with your application
Education must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
