Director of Outreach
USAJOBS is seeking a Director of Outreach for the Farm Service Agency, Office of Management & Strategy. The primary purpose of this position is to provide direction, vision, and short/long-term planning of Program Outreach to all farmers and ranchers in support of FSA Farm Loan and Farm Programs.

Responsibilities
Provides recommendations to the Administrator and Associate Administrator along with Senior Leaders from Farm Program and Farm Loan Programs
Ensures FSA program outreach for FSA programs and Congressional Supplemental programs are effectively and efficiently communicated to FSA stakeholders and farmers and ranchers
Interprets policy promulgated by higher authorities within and outside of the organization and determines their effect on program outreach needs
Actively participates in the ultimate determination of FSA policy
Administers and coordinates the Agency’s Outreach efforts for the Farm Loan and Farm Program to all farmers and ranchers
Responsible for the overall management and implementation of the FSA Outreach program in the State and County offices and the Beginning Farmers and Ranch program across the USDA Agencies
Qualification
Required
You must be a US Citizen or US National
Males born after 12/31/1959 must be Selective Service registered or exempt
Subject to satisfactory adjudication of background investigation and/or fingerprint check
Successful completion of one-year probationary period, unless previously served
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
Successfully pass the E-Verify employment verification check
Subject to one year supervisory probationary period unless prior service is creditable
Required to submit Confidential Financial Disclosure Report Form OGE-450 within 30 days of your initial appointment date, and annually thereafter
Specialized Experience Requirement: For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service
Experience developing and implementing policies, initiatives, and multifaceted communications and outreach strategies for programs and policies administered to program participants and other stakeholders by headquarters and field office employees to meet Agency goals and objectives
Experience gathering and analyzing data to determine the effectiveness of communications and outreach efforts and strategies to provide leadership with decisions and suggestions for areas of improvement
Experience developing partnerships with other agencies and/or external entities (e.g., universities, land grant colleges, State, Tribal and local governments, community-based organizations, trade organizations) to deliver outreach, technical and program information
Experience with grants and agreements that includes project and policy development, executing, budgeting, monitoring, and closeout of projects
Experience with grants and agreements administering compliance, internal controls, funding monitoring, performance metrics and reporting by recipients, and audit management
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
