Human Resources Director

Hawaii Health Systems Corporation is seeking a Human Resources Director to oversee system-wide Human Resources programs. This role involves providing strategic guidance to HR leadership, ensuring compliance with labor laws, and managing complex HR initiatives.

Responsibilities

Partners with the VP&CHRO in planning, developing, and implementing system-wide HR policies, programs, and strategic forward thinking initiatives
Manages and provides oversight and direction to HR managers and staff across functional areas including recruitment, classification and compensation programs, employee transactions, payroll, training, employment, employee relations and workers’ compensation
Manages the most complex projects and assignments that impact system-wide initiatives and/or other jurisdictions as assigned by the VP&CHRO
Assists in workforce planning, succession planning, and organizational development initiatives to cultivate a high-performing, resilient, and future-ready public workforce
Assumes leadership of the Human Resources Department for HHSC when delegated by the VP&CHRO
Provides expert advice and guidance on labor relations, personnel policies, and compliance with employment state and federal laws
Advices on disciplinary actions, investigations, and complex employee relations matters across the regions
Provides clarification, interpretation, and secures compliance with laws, rules and regulations, policies and procedures governing all human resource management and administration procedures. Recommends personnel needs, changes, and actions to the VP&CHRO
Prepares comprehensive analyses, reports, and recommendations on workforce metrics, labor relations activity, and HR performance to inform system-wide decision-making and strategic planning
Maintains open and effective communication with executive management, legislative leaders, union officials, administrators and directors
Represents the Corporate HR office in collective bargaining negotiations, arbitrations, HLRB hearings, interagency forums, and HHSC Board of Director meetings as assigned
Serves as the system-wide leader on labor relations, with emphasis on HGEA and UPW collective bargaining agreements, while fostering constructive labor-management relationships while protecting HHSC’s interests
Plans, directs, and actively participates in collective bargaining negotiations, including development of strategies, proposals, and contract costing
Interprets and administers multiple bargaining unit contracts; provides expert system-wide guidance to executive leadership on contractual provisions, obligations, and employee rights
Leads grievance and arbitration processes, including investigations, case preparation, and representation before arbitrators and the Hawaii Labor Relations Board (HLRB)
Provides training and counsel to Corporate and Regional leadership on contract administration, disciplinary matters, and effective labor-management practices
Proactively monitors labor relations trends, applicable legislation, and case law to ensure full organizational compliance
Monitors emerging HR related healthcare trends and regulatory developments to ensure system-wide compliance and organizational readiness for evolving workforce and operational requirements
Assigned to special projects relating to human resources and payroll; evaluates business practices and documents proposed changes and implementation plans to include resources, timelines, costs, risks, alternative options, etc
Leads initiatives to evaluate, streamline, and enhance HR processes and workflows, ensuring efficiency, consistency, and alignment with organizational goals and best practices
Assists in the administration and management of the HRIS system including evaluating and implementing systems changes that impact system-wide business processes
Available to travel to neighbor islands to visit hospital facilities and to conferences in-state or out-of-state for continuing education as necessary

Required

Graduation from accredited college or university with a bachelor's degree in human resources or related field or equivalent relevant work experience
Seven (7) years of progressively responsible human resources experience, with at least three (3) years specializing in labor relations and collective bargaining with demonstrated leadership in guiding HR teams and initiatives
Possession of a valid motor vehicle operator's license (Hawaii type3 or equivalent)
Extensive knowledge of the functions and organization of human resources, State government; advanced understanding of human resource management and/or labor relations concepts, methods and procedures, including organizational and functional relationships within the public sector; comprehensive familiarity with applicable laws, rules and regulations, policies and directives; reference sources; public and private sector trends and practices in human resource management and labor relations
Ability to analyze, interpret, apply, and implement various complex human resource management and labor relations issues, problems, and proposals, develop alternatives, and make sound and strategic recommendations and decisions; engage effectively with union representatives, management, heads of state departments and other stakeholders; communicate clearly and persuasively, both verbally and in writing; and provides leadership, supervision, and management to HR staff

Extensive HR experience in a unionized public sector or healthcare environment
