Capps Plumbing and Sewer, Inc. is seeking a Recruiting Team Lead for the Texas Department of Public Safety. This role involves leading the Recruiting Unit, ensuring compliance with policies, and managing records and public records requests.

Responsibilities

Serve as Team Lead for the Recruiting Unit, providing oversight of the implementation and ongoing records management and public records requests to ensure compliance with program and agency policies, along with state and federal regulations
May coordinate and lead workflow that directly or indirectly affects Recruiting Unit activities, along with assisting in the training of new program specialists and recruiters on the applicant file process
Maintain disposition log and conduct CJIS fingerprint audits on program materials in compliance with federal regulations
Monitor and processes non-recommended psychological/medical files in compliance with Texas Commission on Law Enforcement rules
Prepare statistical reports on statewide recruitment demographics, EEO, and screening phases pass/fail for agency compliance; provides monthly reports on recruiting efforts and analytics as requested
Enter, update, and retrieve information from various automated systems, such as the CAPPS Applicant Tracking System and Polygraph VATS
Assist in reviewing, maintaining, and distributing relevant files and records for applicants, as well as monitoring the timeliness and progress of applicant files
May present conditional job offers to applicants; proctor in-person and online psychological tests; and conduct basic vision checks using a vision screener instrument
Assist in prioritizing tasks and initiating a plan on how to accomplish said tasks when the supervisor is out of the office
Oversee and assist with requisition and mail print graphics processes, determining operational minimum/maximum inventory levels
Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies
Perform other duties as assigned

Required

A high school diploma or equivalent is required
Minimum four (4) years' experience maintaining records and auditing files
Minimum two (2) years' experience performing human resource or business operations work
Minimum one (1) year of experience in collection, organization, analysis and presentation of statistical data
If driving is required, must possess a valid driver license from state of residence
Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures
Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management
Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness
Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals
Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, CJIS) and be able to learn new software/systems
Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers
Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism
Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals
Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner
Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems
Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information
Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices
Availability for after-hours is required

Preferred

Associate's degree in Business Administration, Human Resources, or Organizational Development is preferred
