DISASTER SERVICES ANALYST
The County of Los Angeles is the second largest municipal health system in the nation, and they are seeking a Disaster Services Analyst. This role involves conducting investigations and analyses related to disaster/emergency preparedness, as well as planning and supervising projects and compliance with regulations.

Responsibilities
Participates in planning disaster/emergency preparedness projects and functions such as meetings, educational programs, training exercises, and other forms of preparedness
Analyzes and interprets State and Federal regulations pertaining to disaster/emergency activities and advises County officials regarding compliance with such regulations
Travels to attend meetings, conferences, trainings, or exercises, which may include overnight stays, in relation to specific job duties
Supervises County employees providing disaster/emergency services, when required
Assists in the development, implementation, and evaluation of medical and health plans, manuals, guidelines, and operational plans based on regional and statewide documents
Supports the Los Angeles County EMS Director in planning and response to local, regional, State, and national emergencies
Prepares reports and applications connected with Federal and State subventions for disaster/emergency preparedness planning, training, and operations
Participates or conducts audits on grant purchases and maintains inventory management of grant funded emergency/disaster supplies and equipment
Analyzes, and makes recommendations concerning the more complex medical and health disaster/emergency preparedness problems, plans, and programs involving the County and its municipalities, private industry, and the general public
Consults with County officials and employees concerning disaster/emergency plans and activities, including the need for provision of mutual aid
Qualification
Required
Four (4) years of experience in a responsible administrative or staff capacity dealing with the investigation and solution of problems of organization, management, or coordination of governmental disaster or emergency services programs
A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Administrative Capacity in the County of Los Angeles is defined as: Experience at the level of independent responsibility for assignments of complex difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel information services, programs, facilities planning, materials management, and general management
Staff Capacity in the County of Los Angeles is defined as: work performed to assist and support administration by doing research, analysis, and making recommendations to the line managers on matters such as: utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives
Preferred
Additional experience in excess of the Selection Requirements
Bachelor's degree from an accredited institution in Emergency Management or Homeland Security
Experience in a healthcare, public health or an emergency medical services provider setting
Certificate of completion for the following courses: Homeland Security Exercises and Evaluation Program (HSEEP) Training Course, IS-100 C: Introduction to the Incident Command System, IS-700.b: An Introduction to the National Incident Management System, IS-2200 Basic Emergency Operations Center Functions, SEMS G606: Standardized Emergency Management System Introduction
