Assistant City Engineer

Responsibilities
Directs, provides guidance to, and reviews the work of staff to accomplish operational plans and results
Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff
Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data, analyses, and a variety of routine and requested reports
Reviews all development projects for compliance with all applicable City Codes in the engineering purview and administers and develops processes for various aspects of the department’s development reviews
Prepares reports and presentations for internal and external parties regarding the status of development projects; develops all necessary agenda items for administration of development projects
Inspects or oversees inspections of public and private construction improvements; ensures adherence to City Codes and regulations; coordinates and assures accurate permitting by external agencies when applicable to a public or private development project
Develops or participates in the development of standard drawings and general notes included in construction projects; administers the engineering aspect of the building permit process; reviews all plats for conformity with codes and regulations and ensures recording of all right of way and easement documents with the County
Conducts engineering and feasibility studies related to the alteration and maintenance of City infrastructure; prepares detailed drawings, plans, and designs for approval and subsequent construction; prepares estimates of the cost and quantity of materials and equipment as well as labor costs; prepares specifications and contract documents; determines the most practical, economic and feasible materials required to complete specific projects; acquires permits from all applicable agencies where required
Interprets approved plans and specifications to the contractor; monitors work progress and verifies and issues milestone payments to contractors; confers with design engineers, consultants, and contractors on design changes to resolve field problems; recommends major design changes to supervisor; inspects projects, upon completion, for conformance to plans and specifications
Develops and implements a stormwater management system including but not limited to, utility rate structure, compliance with established local, state, and federal regulatory requirements, maintenance management, and city resolutions authorizing stormwater fees; manages the City’s Municipal Separate Storm Sewer System (MS4) and National Pollutant Discharge Elimination System (NPDES) Permit
Reviews plans and specifications prepared by consulting architects and engineers for accuracy, completeness, and compliance with current engineering practices; confers with architects and engineers in explaining and interpreting design, and contract requirements; reviews and recommends change of orders for additions to, or deletions from approved drawings and specifications
Coordinates bid advertisements, preparation and distribution of plans and specifications, holds pre-bid and pre-construction conferences, evaluates bids, and prepares agenda items for award of contracts
Receives, reviews, prepares and/or submits various records and reports including but not limited to, engineering plans and specifications, technical reports, bonds, insurance documents, soils reports, utility tests, permits and applications, purchase requisitions, correspondence, and construction documents
Attends and writes reports of meetings; maintains comprehensive project documentation; schedules and conducts meetings with consultants, contractors, and sub-contractors
Prepares a variety of correspondence to contractors, consulting engineers and architects, governmental agencies and organizations and others regarding the interpretation of specifications, policy determination, approval of materials and equipment, and workmanship standards
Responds to the public’s inquiries and complaints using the city’s response tracking system; resolves complaints pertaining to damage, inconvenience, and nuisance created by construction work; responds to public records requests and assists with monitoring and updating engineering productivity data
Monitor codes and regulations affecting engineering operations; makes proper adjustments to current operating policies and procedures and maintains up-to-date reference file on all relevant information
Attends evening and/or weekend meetings and events based on organizational responsibilities and requirements
Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures
Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image
Demonstrates behaviors that support the City’s Vision and Values
Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
Assesses and monitors workload; identifies opportunities for improvement and implements changes
Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination
Qualification
Required
Bachelor's degree in civil or environmental engineering; supplemented by five (5) years of experience in municipal engineering, including two (2) years in a supervisory role; or an equivalent combination of education, certification, training and/or experience
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines
National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities
Must possess or obtain State of Florida Professional Engineer (PE) within one (1) year of employment
Preferred
Four (4) years of experience managing a stormwater or utility engineering program for a Florida municipality, including skill in using geographic information systems (GIS)
