Responsibilities
Lead requirements elicitation, documentation, and management for federal programs
Translate business and technical requirements into clear, actionable specifications
Serve as the primary liaison between stakeholders, technical teams, and leadership
Ensure project deliverables meet schedule, budget, quality, and compliance standards
Identify, monitor, and mitigate risks related to requirements and program execution
Support Agile and Waterfall project methodologies
Develop and maintain comprehensive program and project documentation
Manage communications with internal teams, leadership, and client stakeholders
Coordinate requirements tracking, status updates, and change management from initiation to closeout
Facilitate team meetings, track progress, and resolve issues to achieve program goals
Ensure all activities comply with DCSA security and operational requirements
Qualification
Required
Active Top Secret Clearance (must be current)
Bachelor's degree in technology, business, program management, or related field; OR an additional 4 years of relevant experience in lieu of degree
Minimum 3 years of experience managing or coordinating program requirements and project deliverables
Strong SQL skills with the ability to read ADABAS DB and Oracle to trace and document database calls from PIPS to the mainframe
Ability to read IBM Natural and other mainframe programs and translate them into requirements or user stories
Proficiency in reading IBM Job Control Language (JCL) and converting it into SRS/User Stories
Experience with requirements management tools, including migrating SRS from Word to modern tools
Ability to drill down user requirements into detailed system SRS
Familiarity with modern programming languages such as Java or .NET
Experience with desktop-to-web modernization projects
Ability to analyze thick client application data flows, UI patterns, and translate them into requirements
Experience in wireframing to support UI/UX redesign
Proven experience working in both Agile and Waterfall methodologies
Preferred
Experience supporting Department of Defense (DoD) or DCSA programs
Knowledge of Agile/Scrum methodologies
Proficiency in project management and requirements management tools (e.g., MS Project, Jira, or similar)
