Supervisory Copyright Specialist (Licensing)
The Library of Congress is seeking a Supervisory Copyright Specialist in the Licensing Division Section. This role involves overseeing the administration of statutory licenses in accordance with the Copyright Act, managing staff, and ensuring compliance with policies and procedures related to copyright licensing.

Responsibilities
Administer the statutory licenses in accordance with the Copyright Act, as amended, and the Copyright Office regulations
Oversee the examination and information requirements for the Licensing Section, evaluate the program, policies, procedures and communicate information about the program and provide support, advice, and counsel for a sound fiscal program that invests and disperses royalties
Ensure that all section staff provide proper handling and security of Library and Copyright Office materials
Supervise a group of supervisory and non-supervisory staff ranging from the GS-13 to GS-14 grade levels
Provide administrative and technical supervision necessary for accomplishing the work of the Licensing Section relative to the staff supervised
Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observe workers’ performance; demonstrate and conduct work performance critiques
Establish guidelines and performance expectations for staff and clearly communicate these through the formal employee performance management system
Provide informal feedback and periodically evaluate employee performance
Resolve informal complaints and grievances
Recommend appointment, promotion, or reassignment and develop work improvement plans, recommending personnel actions as necessary
Provide advice and counsel to workers related to work and administrative matters
Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases
Review and approve or disapprove leave requests and certify time and attendance records for staff
Assure that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees
Plan the Licensing Section’s resource and program requirements, systems initiatives, including short- and long-term goals in coordination with ARDO and Chief of the Financial Management Division
Assess and coordinate changes and requirements for new operating policies or procedures, review of legislative changes and recommendations for implementation
Develop and review narratives and documents required to support and implement Licensing program requirements related to digitization, examination, information, and systems development, user acceptance testing, and development of internal controls
Manage the development and need for operational systems products, reports, and reporting metrics
Develop and implement plans designed to enhance relationships with Library Service Units, Offices, directorates, agency, and stakeholders and to increase effectiveness in communication
Establish and maintain effective working relationships at multiple levels
Oversee the review and implementation of existing and new Library regulations and directives for the statutory license program
Responsible for the development of new or revised written Copyright Office standard operating procedures, internal controls, and guides
Gather, interpret, and analyze information to develop findings, studies, and alternative solutions
Develop new or revised technical guidelines and work procedures in connection with problems based on complex issues involving legislation, regulations and policies
Provide advice, guidance and recommendations to the Assistant Register and Director of Operations and Copyright Office senior managers
Serve as the technical advisor and expert to the Assistant Register and Director of Operations concerning statutory and compulsory licenses cases and is responsible for implementing various licensing programs and systems
Serve as the primary liaison with internal and external groups and stakeholders concerning licensing programs
Develop and implement plans designed to enhance relationships with agency stakeholders and to increase program effectiveness
Perform other duties as assigned
Qualification
Required
Ability to lead and supervise a diverse workforce
Knowledge of Licensing Provisions of the Copyright Law
Ability to plan, manage, and evaluate work
Knowledge of applying laws, regulations, and policies to program operations
Ability to build effective working relationships with others
Ability to plan, coordinate, and manage operational programs and priorities
Ability to provide advice, guidance, and recommendations
Ability to communicate in writing
Ability to communicate effectively other than in writing
