Responsibilities

Serves as the Career Services Support Specialist responsible for independently supporting the following functional programs (Transition Readiness, Career Technical, Family Member Employment Assistance, Volunteer Management) and providing recommendations for program plans and materials
The incumbent will be responsible for analyzing and developing proposals or provisions in terms of impact on program resources requirements; developing new and revised operating procedures and standards to incorporate provisions that affect operating activities and requirements; conducting review of the administration and operation of the program, and providing advice
Works independently or in conjunction with the Section Head, program managers, program specialists and analysts, and branch support staff to complete program and project studies
Carries out reviews of program operations to develop and revise guideline materials such as statements of policy and model operating procedures for use by agency officials or other organizations as guides to revise policies and procedures, or to develop program plans and proposals to meet federal requirements
Obtains factual information to, explain regulatory and legal requirements
Negotiates agreements with respective programs or organizations to correct inadequacies revealed in the evaluation process
May develop minimum standards governing programming, policy, procedures, and personnel
Discusses matters and seeks clarification with leadership involving difficult technical problems, application of new techniques and methods, and areas of negotiation
Explains regulatory and legal requirements relevant to problem situations covered by guidelines
Reviews and identifies proposed changes to program plans and project proposals to ensure statutory and regulatory requirements are met and proposed changes are not contrary to law
Where inconsistencies are found, recommends remedial corrections to leadership
Supports the section and branch support staff in the development and review of information, training, and awareness materials used throughout the programs such as print materials, website postings, social media posts, and other program communication channels
Assists in the development of methods to support standardization of program messaging across the enterprise
Provides branch-level support for collaboration between all sections and programs
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides for program operation, select pertinent techniques for data collection to identify aspects of successful program operations, select successful methods and techniques used by other local officials (federal, state, local), and adapt and extend methods and techniques into new patterns to solve problems
Utilizes a variety of fact finding techniques such as interviews, cases analysis and observation, to elicit appropriate data, identify areas of operation, and oversee and participate in fact finding, development of recommendations and preparation of reports of findings
Conducts presentations using a variety of techniques and methods
Represents the Marine Corps when making presentations, briefings and conference calls on career technical and credentialing programs to DoD, OSD, inter-service and major professional associations
May be required to work a fluctuating work schedule or telework to complete work assignments outside of the typical work week and work hours
Must travel to complete work assignments
Provides technical support in creating and/or reviewing contracts, annual reports, and required information for the fulfillment of financial prerequisites and compliance with standard policies or regulations
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours
Must travel to complete work assignments and conduct or attend conferences and meetings
Performs other duties as assigned

Required

BACHELORS DEGREE from an accredited college or university in a related field appropriate to the work of position AND THREE YEARS of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above
Must have the ability to communicate effectively in writing and in person-to-person contacts in order to communicate with various levels of technical, professional, management and administrative personnel
Must also have skills to organize and coordinate multiple high visibility projects simultaneously
Operating knowledge of Microsoft Office software suites
Understanding of Inspector General of the Marine Corps functional area checklist process and execution
Knowledge of Share Point functions and applications, Marine On Line (MOL), and Department of Defense Transition Assistance Program (DoDTAP) systems
Must possess the ability to obtain and maintain an IT Level II or higher designation for access to PII within Department of Defense Transition Assistance Program (DoDTAP) systems and Marine Corps systems that support operation of the transition program
