The Maryland State Department of Education (MSDE) is seeking a Fiscal Accounts Technician II to manage and direct the Central Maryland/Region 5 regional office and four district offices in procurement and accounting procedures. The role involves maintaining accurate records for operating costs, reconciling accounting systems, and ensuring timely processing of invoices and payments to vendors.

Responsibilities

Manage and direct the Central Maryland/Region 5 regional office and four district offices in utilizing procurement and accounting procedures within State guidelines

Establish and maintain accurate records for all operating costs and client expenditures

Maintain internal bookkeeping records for all accounting, inventory, purchasing and budgetary matters

Identify budget trends and recommend budget realignments

Reconcile accounting systems

Assist with bill payment to ensure timely processing of invoices and payments to vendors

Required

Graduation from an accredited high school or possession of a high school equivalency certificate

One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments

Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education

Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience

Applicants must consent to a State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency

Preferred

Experience with invoice processing, bill payment and account reconciliation

Experience working with an electronic case management and/or a financial management information system

Experience with using Excel spreadsheets or a similar program
