Responsibilities

Serve as a County Maintenance Engineer for Harnett County
Responsible for all maintenance and force account construction activities in Harnett County in accordance with established policies and procedures
Supervise and monitor maintenance program to ensure efficient and safe use of personnel, equipment and materials
Accomplish force account and construction projects
Formulate a comprehensive highway maintenance program within limits of budget
Supervise and evaluate the performance of other employees
Communicate effectively and maintain working relationships with general public, local government, fellow employees, media, etc
Respond to Highway emergencies and work during inclement weather events

Required

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution
Two (2) years of progressively responsible experience
Ability to supervise and monitor maintenance programs to ensure efficient and safe use of personnel, equipment, and materials
Ability to formulate a comprehensive highway maintenance program within limits of budget
Ability to supervise and evaluate the performance of other employees
Ability to communicate effectively
Ability to maintain positive working relationships
Ability to traverse steep and uneven terrain
Ability to legally operate a motor vehicle
Safety toe footwear required
Considerable knowledge of the use and operation of all field and office engineering instruments
Ability to understand, explain and administer contracts
Ability to interpret plans, provisions and specifications
Ability to interpret policies and regulations

Preferred

Experience managing multiple projects and scheduling and directing multiple work crews
Experience using professional engineering skills and knowledge to troubleshoot and solve highway maintenance problems
Experience tracking cost expenditures in various account systems on multiple large projects
Experience conducting meetings with employees, citizens and public officials to conduct investigations and resolve various issues
Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups
