Responsibilities
Serve as a senior technical developer and delivery lead for Cúram-based solutions
Participate in and lead Joint Application Development (JAD) sessions to gather and refine business and technical requirements
Develop functional and detailed technical designs for Cúram modules and system enhancements
Perform hands-on coding, configuration, and integration using IBM Cúram SPM
Build and maintain business workflows, evidence models, and rules engines
Support business process modeling and reengineering using Cúram Enterprise Framework
Use Cúram IEG2 and CERT to build and optimize eligibility and triage processes
Develop and maintain XML-based interfaces and Web Services
Support system testing, defect resolution, and production support
Provide technical leadership and mentoring to other developers
Report development status, risks, and issues to the Project Manager
Ensure compliance with NCDHHS policies, SDLC standards, and security protocols
Qualification
Required
IBM Cúram V6, V7, or V8 Certified Developer (V8 preferred)
3+ years of hands-on Cúram development across the full SDLC (requirements through testing)
3+ years of experience with Cúram Enterprise Framework and Solution Modules
3+ years working with social services or social enterprise systems
Experience using: Cúram IEG2 (Intelligent Evidence Gathering), Cúram CERT (Express Rules for Triage), Cúram Evidence Framework
Strong experience with: Java, J2SE, J2EE, XML, XSL, Web Services (SOAP, WSDL), HTML and CSS
Experience working in Eclipse development environments
Strong problem-solving and troubleshooting skills
Ability to communicate complex technical concepts to business and non-technical users
Experience creating technical documentation using Visio, Word, Excel, and PowerPoint
Ability to organize, prioritize, and execute complex technical tasks independently
Proven ability to build strong client and stakeholder relationships
Preferred
Experience with Oracle databases and tools
Experience working in State Government IT environments
Experience supporting large public sector eligibility or case management systems
Experience with Git, Bitbucket, and JIRA
Experience with Cúram Child Care Module
Experience with Cúram Web Services
Experience in AWS or cloud-based development
Python development experience
Experience with JavaScript
Experience with IBM WebSphere
