Responsibilities

Conduct a comprehensive evaluation of a nuclear facility's JHA program
Assess hazard identification processes, JHA development, and hazard control integration into work control documents including Type 1 work instructions and technical procedures
Attend Planning Team meetings and JHA Development Team meetings to observe processes
Review key program documents
Deliver a comprehensive evaluation report documenting program strengths, weaknesses, and improvement opportunities

Required

Expert-level knowledge of Job Hazard Analysis (JHA) program development and implementation
Proven experience as a work package/control/procedure Subject Matter Expert (SME)
Human factors background with application to industrial safety programs
Experience evaluating safety programs in nuclear, DOE, or high-hazard industrial facilities
Strong understanding of work control processes and hazard control methodologies
Experience with technical procedure development and Type 1 work instructions
Excellent written communication skills for deliverable documentation
Ability to work independently in remote setting with periodic site visits

Preferred

Nuclear facility or DOE site experience
Certified Safety Professional (CSP) or similar credentials
Experience with CP3/CP5 procedure series or similar management systems
Background in industrial hygiene, safety engineering, or occupational safety
Previous experience conducting program evaluations and gap analyses
