Justice Program Administrator

Commonwealth of Kentucky is seeking a Justice Program Administrator to manage and administer the Kentucky State Police Covert Resources Program. The role involves overseeing program operations, ensuring compliance with regulations, and coordinating with federal partners to support covert law enforcement activities statewide.

Responsibilities

Administer and oversee the KSP Covert Resources Program, coordinating with the U.S. Department of Justice and U.S. Social Security Administration to issue covert personal and vehicle identifications and fuel/purchase credit cards to federal, state, and local law enforcement agencies statewide
Serve as the sole administrator for covert identification in Kentucky, ensuring strict compliance with federal and state policies while safeguarding highly classified and sensitive information
Develop, implement, and enforce program policies and procedures, ensuring statewide compliance and communicating program or procedural changes to staff, contractors, recipients, and stakeholders
Manage program budgets, grants, and operational resources, including oversight of expenditures, special projects, data collection and analysis, and preparation of comprehensive program status and annual reports
Prepare, review, and administer contracts and grants, and analyze the impact of legislative, financial, or policy changes on program operations and compliance

Required

Graduate of a college or university with a bachelor's degree
Four years of professional experience in any operation or program within the field of corrections, juvenile justice, criminal justice, law enforcement, recreation, academic or vocational education, health services or education, dietary or food management, construction project management, social work, or a related field
A master's degree will substitute for one year of the required experience
Additional experience in corrections, juvenile justice, criminal justice, law enforcement, recreation, academic or vocational education, health services or education, dietary or food management, construction project management, social work, or related field will substitute for the education on a year-for-year basis
