Executive Director Veteran Readiness and Employment Service

USAJOBS is seeking an Executive Director for the Veteran Readiness and Employment (VR&E) Service within the Veterans Benefits Administration. The Executive Director will serve as a top executive, advisor, and administrator responsible for psychological counseling, vocational rehabilitation, and employment services, while formulating policies and standards to support VBA programs nationwide.

Responsibilities

Develops and analyzes long-range plans for VR&E program activities, services, and processes
Provides policy guidance and technical instruction to VA personnel in regional offices
Provides day to day oversight of VR&E Service functions to include, but not limited to, budget formulation and execution, staffing and recruitment, continuous process improvement, and program management and leadership
Responsible for the effective, efficient, and economic direction, control and operation of this department-level program that provides benefits and services to Veterans and beneficiaries
Reviews proposed legislation, policies, and procedures pertaining to VR&E programs and services; recommends and implements appropriate action
Participates in Congressional hearings on proposed legislation and program oversight

Required

Must be a US citizen or National
Subject to a One-year probationary period required (unless already completed)
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position
May be subject to pre-employment and random drug tests
Public Financial Disclosure Report (SF-278) is required within 30 days of appointment
May be subject to reassignment geographically or organizationally
Your resume should demonstrate accomplishments that would satisfy the technical qualifications
Demonstrated experience in successfully leading and managing a program that delivers complex, rules-based benefits and/or services to assist individuals with disabilities to prepare for, secure, and maintain employment
Experience in providing operational oversight of the development and implementation of policies, procedures, and initiatives for a specialized program within a large department or organization
Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality
Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture
Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors
