Responsibilities

Drive, refine, and execute a strategic product roadmap aligned with HR1 mandates and program goals

Define product vision, milestones, and success metrics in partnership with DHS and stakeholders

Facilitate development of business, functional, and system requirements using interviews, workshops, and document analysis

Lead cross-functional teams to identify problems, assess impacts, and implement solutions

Serve as a liaison between business, IT teams, and vendors

Translate policy and administrative goals into effective digital product solutions

Develop and implement policies, procedures, and standards to improve quality, efficiency, and cost savings

Utilize user research, analytics, and insights to drive product decisions and prioritization

Present actionable recommendations and deliver high-quality documentation to executive leadership

Required

Minimum 5 years of experience in technical or strategic product management

Experience delivering technology solutions for Health & Human Services or federally funded programs such as SNAP, Medicaid, TANF, or Unemployment Insurance

Experience managing complex technical products involving legacy systems and complex data structures

Proven experience leading cross-functional teams in government environments

Strong ability to communicate with non-technical audiences and support teams new to Agile and user-centered design

Strong facilitation, leadership, and people management skills

Experience managing vendor teams and coordinating across multiple vendors

Demonstrated bias toward action and successful delivery
