Responsibilities

Lead and support the development of Requests for Proposals (RFPs) in alignment with State IT and procurement guidelines
Collaborate with business users and technical teams to gather, document, and validate business and technical requirements
Provide IT project leadership, governance, and quality assurance across project activities
Advise on system architecture, platform migration, and vendor capabilities
Support vendor evaluation, selection, contract deliverables, SLAs, and data recovery plans
Identify risks, track action items, and ensure timely resolution
Ensure defined processes, standards, and quality metrics are followed
Mentor and guide internal staff while promoting best practices
Communicate project status, risks, and improvement opportunities to stakeholders

Required

15+ years of overall IT experience
Strong experience in IT project consulting and leadership
Proven experience developing business requirements for enterprise IT systems
Extensive experience with vendor management and procurement processes
Strong communication, collaboration, and stakeholder management skills
Experience working in public sector or public health IT environments
Experience with Immunization Information Systems or public health registries
Prior involvement in government or state-level IT RFP processes
Knowledge of healthcare or public health information systems
Bachelor's degree or equivalent technical experience
