Responsibilities

Manages and administers the daily activities of the Streets Division to include general street maintenance, street paving, street sweeping and winter road maintenance
Supervises multiple subordinate superintendents and supervisors to carry out street rehabilitation and routine maintenance activities
Oversees work measurement system for scheduling and coordinating supervisors and crews to carry out street maintenance functions
Coordinates response to emergencies that impact the roadway system including winter storms
Responds to City Council and citizen inquiries
Coordinates new construction maintenance strategy for paving and repair projects both in-house and with engineering personnel
Coordinates and directs staff engaged in developing and implementing annual pavement maintenance, concrete rehabilitation, and surface treatment programs
Large scale project delivery with third-party contractors, and oversight of third-party inspections
Supervises equipment utilization and plans equipment acquisition and replacement
Supervises the acquisition and inventory of materials required for all maintenance operations
Negotiates contracts, makes presentations, represents the department at meetings, on committees, and at City Council meetings
Develops and proposes Division policies
Prepares and monitors the operating and capital budgets
Assists in developing operational priorities, goals, and objectives
Make recommendations regarding hiring, training, promoting, evaluating, and disciplining assigned employees
Represents the division in emergency management training, exercises, and actual emergencies
Performs additional duties as assigned

Required

Bachelor's degree in civil engineering, construction management, public administration or directly related field
At least five (5) years progressively responsible experience managing street maintenance and CIP operations in a large organization or equivalent management experience
At least 3 years supervisory experience
Knowledge of the principles, engineering practices and operating requirements of street maintenance and highway construction
General knowledge of street maintenance equipment and financial management principles
Knowledge of pavement design and specification development, mix designs, and testing criteria
Budgeting and financial management knowledge
Strong interpersonal, decision making, and managerial skills
Strong customer service skills
Skills in customer relations, public speaking and media relations
Skill in checking information for accuracy and completeness and correcting errors
Ability to establish and maintain effective working relationships with employees, citizens, contractors and elected officials
Handle sensitive situations with tact and diplomacy
Communicate effectively both orally and in writing with the public, City Council, developers, vendors, contractors, and staff
Direct and effectively supervise a large workforce
Develop, operate, and maintain work measurement and work management systems
Read and interpret engineering plans and specifications
Estimate and plan jobs and administer budgets
Colorado Driver's License
