DOTD Program Manager (Statewide Program Manager 2)

The Louisiana Department Of Transportation and Development (DOTD) is dedicated to developing and sustaining safe infrastructure in Louisiana. The DOTD Program Manager will provide executive-level leadership for the Quality and Continuous Improvement Program, overseeing initiatives to improve efficiency and service delivery across the agency.

Responsibilities

Leads agency-wide continuous improvement initiatives by evaluating policies, procedures, and operational processes for efficiency and effectiveness
Oversees QCIP teams and task forces conducting root-cause analysis and developing actionable recommendations
Reviews and synthesizes analytical reports, data, and research across multiple DOTD functional areas
Provides strategic guidance and recommendations to executive leadership regarding policy, process, and organizational improvements
Manages the DOTD Statewide Innovation and Technology Program to align innovation strategies with agency goals
Oversees the development, implementation, and monitoring of approved improvement initiatives
Coordinates and functionally manages consultants supporting change management and continuous improvement efforts
Provides regular progress updates and reports to internal and external stakeholders, including executive leadership
May be required to perform other duties as necessary, including emergency or disaster support activities

Required

Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization
Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization
A bachelor's degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization
An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization
