The California Governor's Office of Emergency Services (Cal OES) is a leader in emergency management and homeland security. They are seeking a Geohazard Operations Coordinator to support emergency response and recovery activities, maintain relationships with various stakeholders, and implement emergency management programs.

Responsibilities

Apply emergency management knowledge to support emergency response, recovery, planning, mitigation, coordination, and outreach activities
Maintain cooperative working relationships with stakeholders from Local, State, and Federal agencies, Tribal Nations, the private sector, community-based organizations, and academic entities, as well as the general public
Act as the liaison between the department and emergency management agencies, organizations, and groups on all program matters, including interpreting laws and department policy
Assist in problem solving and program implementation
Assist in development and implementation of program policies
Plan and coordinate activities to develop emergency management plans and systems
Provide assistance, advice, and consultation to departmental staff, external entities, or individuals regarding the development and maintenance of emergency management programs and operations
Act as a lead person or be assigned staff responsibilities in support of other technical or programmatic functions
Prepare detailed plans and specifications, conduct technical research, make detailed analysis, and analyze situations in order to make appropriate recommendations
Analyze situations accurately, reason logically, implement policy and regulations, and communicate effectively with Cal OES staff and management, public agency representatives, and federal staff for proper action
Meet regulatory and internal deadlines on all assignments
Travel on short notice for extended durations and support a variety of activities including response and recovery operations at disaster-affected sites, in field offices, at the State Operations Center, or at the Joint Field Office

Required

High level of knowledge and experience in disaster program laws, regulations, policies, and damage assessments
Adequate level of knowledge and understanding of geohazard related operations
Ability to prepare detailed plans and specifications
Ability to conduct technical research
Ability to make detailed analysis and analyze situations to make appropriate recommendations
Ability to analyze situations accurately and reason logically
Ability to implement policy and regulations
Ability to effectively communicate with Cal OES staff and management, public agency representatives, and federal staff
Ability to function in a demanding and changing environment
Ability to act with independence while effectively maintaining a routine workload
Ability to regularly respond to short term tasks
Responsible for meeting regulatory and internal deadlines on all assignments
Willingness to travel on short notice for extended durations
Participation in the DMV Pull Program is required
Possession of a valid Driver's License (DL)
Completion of Form 700 within 30 days of appointment

Preferred

Practical experience in emergency management operations, including planning, execution, and coordination
Works well in a fast-paced and ever-changing environment
Knowledge of state and federal laws pertaining to emergency management
Proficient or familiar in using geospatial tools and technologies for hazard mapping, analysis, and informed decision-making in emergencies
Capability to establish and maintain cooperative relationships with staff, officials, and organizations
Demonstrated ability to work collaboratively within a team environment
Proven experience fostering a culture of innovation and creative problem-solving
Demonstrated proficiency in project management
Possess outstanding customer service skills
Effective and confident public speaker
Proficient in Microsoft Office Suite and familiarity with tools such as Smartsheet
