Rural Texas Strong IT Program Specialist
Texas Health and Human Services Commission (HHSC) is committed to creating a positive impact in the lives of fellow Texans. The Rural Texas Strong Program Specialist will oversee initiatives related to the Rural Health Transformation Program, focusing on information technology initiatives and providing consultative services to various stakeholders.
Health Care
Responsibilities
Performs a variety of technical, training, research, planning, policy, program assessment, and administrative activities related to assigned program(s). (40%)
Provides support to and collaborates in the planning, development, implementation, analysis, and documentation of the RHT program initiatives related to information technology. (25%)
Serves as a liaison to staff, government agencies, community organizations, or the general public to assist in explaining program specifics and requirements. (15%)
Monitors and reviews compliance with requirements, laws, regulations, policies, and procedures for assigned program. (15%)
Performs related work as assigned. (5%)
Qualification
Required
Graduation from an accredited four-year college or university with major course work in public administration, business administration, finance, or another related field
Three years' experience with managing federal grants and programs
Three years' experience with grant implementation and program monitoring
Three years' experience with information technology procurement
Knowledge of local, state, and federal laws related to rural healthcare
Knowledge of budget processes and performance management
Knowledge of program management processes and techniques
Knowledge of information technology procurement, processes, and terminology
Skill in identifying measures or indicators of program performance
Skill in the use of computers and applicable software, such as: MS Word, Excel, PowerPoint, Outlook, and Visio; communicating effectively; drafting executive level briefing documents
Ability to gather, assemble, and analyze facts; prepare report, develop, evaluate, and interpret policies and procedures; communicate effectively; and serve as a leader providing direction to others
