This senior leadership role involves overseeing a team and managing a portfolio of activities related to mobility, low-carbon fuels, chemicals, and refining, while ensuring compliance and strategic engagement with federal agencies and stakeholders.

Responsibilities

Develop S.M.A.R.T. objectives in partnership with the lines of business within your portfolio

Shape legislative and regulatory outcomes on policies within your portfolio, including traditional fuels and LCF frameworks to enable commercial opportunities

Advance mobility, chemicals, refining, and other Downstream federal policy priorities

Engage and direct others to engage EPA, DOE, CEQ, and other relevant agencies; key congressional committees (House E&C and Senate EPW committees); and congressional offices to advance Shell's policies

Direct technical comments, briefings, and testimony

Draft statutory language and regulatory comments and provide impact analyses on policies that may impact businesses within your portfolio

Lead and manage a team of individual contributors and direct outside consultants

Required

Must have legal authorization to work in the U.S. on a full-time basis for anyone other than the current employer

Bachelor's degree required; advanced degree in law or public policy strongly preferred

10–15 years in federal energy and environment policy and advocacy; expertise in key federal energy and environmental statutes, such as NEPA, CWA, CAA, RCRA, and EPAct 2005 (RFS)

Experience working with corporations and trade associations required; prior in-house experience for a corporation or trade association strongly preferred

Mastery of legislative and rulemaking drafting and processes

Proven experience successfully engaging with federal government officials

Existing relationships with senior federal agency and congressional staff required
