Responsibilities

Provide overall leadership and guidance to staff within the Unit to ensure that all program work meets funder and agency expectations and are implemented in an effective and efficient manner
Work to ensure that internal and external partnerships are productive and helping meet the needs of the Unit, Section, DPH, and the state
Provide leadership and overall management of the Tobacco Prevention and Control Unit, including, but not limited to, oversight of the Centers for Disease Control and Prevention (CDC) Cooperative Agreements and the State of SC Smoking Prevention and Cessation Program
Ensure that all planning, development, coordination, implementation, evaluation, budget development and monitoring and reporting of program work within the Unit is implemented in an effective and efficient manner
Provide direction, guidance and supervision to program staff to ensure all Unit, Section, and Agency expectations are met in a timely manner and that appropriate agency policies and procedures are adhered to; create and manage all Employee Performance Development Plan (EPDP) Midpoint and Final Evaluations within deadlines; make recommendations for staffing structure and position changes as needed
Develop required reports according to grant and program deliverables and as requested by the Agency, participate and ensure that Unit staff participate, as appropriate, in Section and cross-Bureau collaboration
Supports the implementation of data-driven, evidence-based and promising strategies
Works with partners internally and externally to align activities, support work and leverage resources

Required

A bachelor's degree and relevant program experience
Must possess a valid driver's license
Limited but required overnight travel, with extended work hours required as necessary by the agency
Work hours will be 8:30-5:00 pm, M-F, with possible variation, subject to agency approval
All employees will be available for work duties when emergency events occur and will respond as assigned
Applicants indicating college credit or degree(s) on the application may upload an unofficial copy of the transcript as an attachment to the application
The agency will require an official, certified copy of the transcript or diploma prior to hiring
If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant, being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record

Preferred

Masters degree in public health or related field
three (3) years supervisory experience
three (3) years experience managing public health or social services programs
three (3) years in grant management experience
Experience implementing tobacco prevention and control programming
