Engineering Technician
The City of Portland is seeking an Engineering Technician to perform general engineering work related to public utilities. The role involves drafting, data management, GIS application, and maintaining effective relationships with various stakeholders in a city government setting.

Responsibilities
Prepares records, reports, and correspondence
Uses computerized drafting programs to prepare construction drawings of varied Department of Utilities construction projects including natural gas, sanitary sewer, water, and water/wastewater treatment facilities
Creates, updates, and inputs data into various computer programs; analyzes data
Prepares cost estimates for projects; makes field checks of existing conditions when additional information is needed for completeness of design and drawings
Plans, coordinates and participates in utility planning review, site plan and related review and enforcement, procedures
Helps to maintain engineering files and records
Reviews subdivision plats, site plans and private development plans for compliance the Department of Utilities standards
Assists in the preparation of engineering construction drawings from field notes, sketches, record information, topographic maps
Collects data in the field, using basic surveying techniques
Helps prepare cost estimates, bid documents, and permits
Capture GIS data in different formats using GPS, electronic data recorders, and other means
Download, convert and upload GIS data available from internal and external sources to make them usable
Perform GIS data quality control, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data
Catalog and inventory GIS data, including metadata creation
Input, update and maintain GIS databases, including backups and also maintaining linkages to other databases
Perform GIS spatial analyses
Create map layouts and views, and generate maps and reports
Maintains regular and predictable attendance
Performs other related duties and responsibilities as required
Qualification
Required
General knowledge of civil engineering design methods and practices
Intermediate knowledge of the techniques and methods of drafting
Intermediate knowledge of data input, collection and analysis with Geographical Information Systems (GIS) including basic experience with ArcMap
Knowledge of the use of common hand tools and their safe use
Microsoft Office (Proficient in Excel, PowerPoint, & Word)
AutoCAD (Basic Knowledge)
Observant and aware of surroundings
Applies common sense in performing job and making decisions
Understands and follows basic instructions and guidelines
Ability to accurately understand, remember, and apply verbal and/or written instructions or other information
Ability to complete routine forms, use existing form letters and/or conduct routine oral communication
Ability to read and write
Ability to learn new tasks and adapt productively to change
Ability to establish and maintain effective working relationship with others
Ability to deal with problems involving standardized situations
Self-motivated, self-starter with ability to multi-task

Ability to work with Public Officials and outside agencies
Graduation from a high school or GED, supplemented by two years of related technical or college training in drafting, Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field
Up to two years of engineering technician experience
Valid Driver's License
Preferred
1 year experience with GIS/GPS
Bachelor's degree from an accredited college or university in Civil Engineering or Engineering Technology
Bachelor's degree from an accredited college or university in Geographical Information Systems
ArcMap (Preferred not required)
