Program Manager - RTC
Centered Health operates a diverse network of behavioral health treatment centers, and they are seeking a Program Manager for their Adult Residential Treatment Facility. The Program Manager will oversee day-to-day operations, ensuring a safe and compliant environment while managing client experiences and staff performance.

Responsibilities
Conducts facility tours for prospective clients and families, clearly presenting program structure, services, house guidelines, and therapeutic environment
Acts as the first point of contact for new admissions, supporting intake paperwork, orientation, and acclimation to the program
Coordinates medication logistics, and daily schedules in collaboration with the Outpatient Program Director and Clinical team
Ensures a seamless, welcoming admission experience that reflects The Meadowglade’s mission and values
Oversees daily residential operations to ensure consistency, structure, safety, and therapeutic integrity
Ensures group programming led by Clinicians and Psychiatric Technicians are delivered as scheduled and aligned with program expectations
Maintains a clean, calm, organized, and healing residential environment
Serves as liaison between clients and families regarding program structure, schedules, house expectations, and general updates (excluding clinical matters)
Provides clear, timely communication to support transparency and trust while maintaining appropriate boundaries
Conducts daily audits of Psychiatric Technician documentation to ensure accuracy, completeness, and timely entry into the electronic medical record
Ensures all required residential, safety, and program documentation is current, compliant, and audit-ready at all times
Conducts Weekly ADP Time Audit for each psychiatric technician
Recruits, hires, orients, trains, coaches, evaluates, and—when necessary—corrects or exits Psychiatric Technician staff
Ensures that the team’s performance evaluations (90 day, annual) are done timely; ensures that the team’s training modules are completed timely
Provides ongoing supervision, performance feedback, and support to foster a cohesive, accountable, and high-performing team
Conducts individual 1:1 meetings with each Psychiatric Technician on a monthly basis
Facilitates and delivers ongoing Psychiatric Technician trainings twice per month, including safety, documentation, program expectations, and skills development
Supports staff development, training, and retention initiatives
Ensures appropriate staffing coverage in alignment with census and licensing requirements
Manages day-to-day timecard approval and exceptions within ADP and provides timely reporting to ensure Payroll is approved and submitted on time
Ensures continuous client supervision and adherence to safety protocols
Plans, conducts, and documents required monthly safety drills (e.g., fire, earthquake, emergency evacuation) in accordance with DSS and CARF requirements
Addresses incidents, safety concerns, and client complaints promptly and professionally
Collaborates with Clinical leadership on risk management and client support needs while remaining within non-clinical scope
Ensures full compliance with California Department of Social Services (DSS) Community Care Licensing regulations for Adult Residential Facilities
Maintains readiness for licensing inspections, audits, and surveys at all times
Keeps all required licensing binders, postings, policies, procedures, and records current and updated
Implements and monitors corrective action plans related to licensing findings or internal audits
Conducts and facilitates monthly residential team meetings to review operations, safety, census, challenges, and successes
Works collaboratively with Clinical, Administrative, Facilities, and Executive teams to ensure smooth operations and a positive client and employee experience
Organizes, plans, and oversees client activities, with special focus on holidays, special events, and community-building experiences
Provides hands-on support during staffing shortages, high census periods, or urgent operational needs
Takes on additional temporary or permanent responsibilities as assigned
Performs other duties as assigned by the Facilities Director and/or Executive Director
Qualification
Required
Strong knowledge of Adult Residential Facility (ARF) operations and DSS Community Care Licensing requirements
Group Home Administrator Certification required (pre-hire or within 6 months of position assignment)
Demonstrated leadership experience in residential behavioral health, mental health, or social services settings
Strong organizational, time management, and documentation skills with the ability to manage competing priorities in a fast-paced, client-centered environment
Ability to lead, coach, and hold staff accountable while fostering a supportive team culture
Excellent verbal and written communication skills with clients, families, staff, and external stakeholders
Proficiency with electronic medical records and basic administrative systems, including word processing, spreadsheets, email, calendars, and presentations
Ability to lift and carry light objects and parcels as an incidental part of their job
Current First Aid and CPR certification
Must have current CA Driver's License and current car insurance
Bachelor's degree or equivalent experience preferred
Excellent written and verbal interpersonal skills
Must have experience managing subordinate team members
Minimum of two-three (2-3) years' experience as a Program Manager or related
Preferred
1-2 years of experience in a treatment related field preferred
