Research Scientist 3 / Research Scientist 4 (Epidemiology) - 13019
The New York State Department of Health is seeking a Research Scientist to join the Drug Overdose Surveillance and Epidemiology Unit. This role involves leading data management for surveillance activities and collaborating with various departments to enhance data sharing and quality related to drug overdose events.

Responsibilities
Lead data management for near ‘real-time’ surveillance activities
Serve as liaison between NYS DOH units, divisions, and bureaus working with fatal and non-fatal overdose related data
Collaborate with data analysts across NYS DOH to understand, reconcile, and enhance multiple real-time data sources pertaining to drug overdose events
Develop procedures to identify sudden increases in fatal and non-fatal drug overdoses
Develop processes and procedures related to data sharing, data quality assurance, and data dissemination to ensure rapid and accurate access to data related to fatal and non-fatal drug overdose for internal and external partners
Develop processes to collect, analyze, and interpret drug testing related data for drug overdose surveillance and evaluate new data sources to enhance data completeness and quality
Develop and conduct data and geospatial analyses, utilizing SAS, SAS SQL, R, ARC GIS or other programming and/or mapping software, on fatal and non-fatal drug overdose related data to inform program development and resource allocation
Work with DOSE staff to prepare data reports for internal and external presentations and for grant reporting purposes
Design and conduct research and evaluation studies, participate in ODUH activities related to the AIDS Institute Research Agenda, and develop manuscripts
Conduct data analyses and data management on drug overdose related data to reconcile data sources and establish baselines to develop historic trends
Develop measures, metrics, and performance monitoring indicators for ODUH programs utilizing overdose rapid response and AIRS service data
Supervise the development of processes and procedures for data sharing, data quality assurance, and data dissemination to assure rapid and accurate access to information related to spikes and drug overdoses and that they are communicated to NYS DOH leadership and the public in a timely fashion
Represent the Office of Drug User Health and perform other appropriate related duties as assigned
Represent the Office of Drug User Health in high-level leadership meetings and perform other appropriate related duties as assigned
Qualification
Required
Bachelor's degree in biology, biomedical science, environmental health, environmental science, epidemiology, infection control, public health, statistics/biostatistics, or a related degree
Four years of professional research experience in an appropriate field for Research Scientist 3
Five years of professional research experience in an appropriate field for Research Scientist 4
Master's degree in an appropriate field may substitute for one year of experience
Ph.D. in an appropriate field may substitute for an additional year of experience
Related degrees may include Economics, Education, Mathematics, Medical Anthropology, Medical Geography, Nursing, Nutrition, Pharmacology, Psychology, Sociology, or other relevant Social Science, or Natural Science
Preferred
Experience in data analysis of drug overdose data and/or communicable or chronic disease surveillance data
Experience with data collection, management, analysis, and reporting, including intermediate to advance knowledge of SAS, SAS SQL, R or Python
Intermediate to advance knowledge mapping software including but not limited to ARC GIS or R mapping capabilities
Strong analytic skills including interpretation of results and data analytic outputs to convey information to a variety of internal and external audiences
Experience working with and/or designing complex relational databases
Experience developing and maintaining databases (Access, RedCap, or others)
Experience in designing program evaluation and program performance monitoring plans
Experience developing data reports for public and internal use, data visualizations, and research deliverables including the preparation of peer reviewed manuscripts and scientific posters
Demonstrated ability to work independently, coordinate and build partnerships with multiple Department of Health entities, and supervision of professional staff
