Senior Civil Engineer - Capital Improvement Program (CIP) Manager
The City of Pleasanton is seeking an experienced, forward-thinking Senior Civil Engineer to serve as the City’s Capital Improvement Program (CIP) Manager. In this vital leadership role, you will guide the planning, development, and delivery of the City’s multi-year Capital Improvement Program, ensuring projects are delivered on time, within scope, and within budget while collaborating across departments.

Responsibilities
Lead the development and management of the City’s five-year Capital Improvement Program
Oversee a highly skilled in-house design team focused on transportation and architectural projects
Identify, evaluate, and prioritize infrastructure needs in coordination with multiple City departments
Develop project estimates and oversee funding strategies including grants, bonds, and special revenue sources
Guide projects through planning, environmental review, design, procurement, construction, and closeout
Ensure compliance with local, state, and federal regulations
Direct the preparation of plans, specifications, and construction documents
Serve as a key liaison to consultants, contractors, stakeholders, the public, and City leadership
Lead community engagement efforts and prepare reports and presentations for the City Council
Qualification
Required
Equivalent of a bachelor's degree from an accredited college or university with major coursework in Civil Engineering or another field of study applicable to the responsibilities and requirements of this job class
Two years of progressively responsible experience performing duties similar to an Associate Civil Engineer with the City of Pleasanton
Possession of registration as a Professional Civil Engineer or closely related discipline within the State of California
Principles and practices of civil and transportation engineering including surveying, drafting, and design
Principles and practices of supervision, training, and performance evaluation
Advanced principles and practices of project management
Stormwater discharge regulations
General knowledge of design principals of transportation, sewer, water, storm, facilities, and land rights
Pertinent local, State, and Federal rules, regulations, and laws
Modern office practices, methods, and computer equipment including relevant software programs
Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation
Safe work practices
Principles and practices of excellent customer service
Understand and carry out oral and written instructions and prioritize workload to meet deadlines
Read, write, and comprehend the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar, and punctuation
Communicate effectively, tactfully, and positively in both oral and written form
Operate and use modern office equipment and technology, including computers and applicable software
Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities
Utilize appropriate safety procedures and practices for assigned duties
Perform the most complex duties related to the performance of professional civil engineering activities
Establish and maintain effective working relationships with those contacted in the course of work
Contribute effectively to the accomplishments of City goals, objectives, and activities
Organize, implement, and direct assigned engineering operations and activities
On an ongoing basis, know and understand all requirements and essential aspects of the job including laws, regulations, rules, and codes related to area of assignment; intermittently access, review, analyze, write, and adjust technical documents, work orders, reports and other files and records; train others; observe performance, review and evaluate the work of others; problem solve issues related to area of assignment; remember various processes and requirements; identify, interpret and communicate technical and numerical information and instructions
Remain in stationary position for long periods of time at a desk, table, counter or while driving; intermittently move, traverse and position self while performing work activities and to reach needed items; position self to adjust office equipment or to access low or high items; manipulate operate and activate office equipment and office tools; and move or transport weight of 10 pounds or less
Preferred
A licensed professional engineer with significant experience in municipal capital projects
Skilled in developing and managing large, multi-year CIP programs
An experienced supervisor who supports, mentors, and develops staff
Highly organized, detail-oriented, and capable of managing complex workloads
Adept at communicating technical information to non-technical audiences, including community members and elected officials
Someone who thrives in a collaborative, service-focused environment and is committed to excellence in public project delivery

Management Pay and Performance Plan – This plan provides an opportunity for individuals to earn up to 20% above their control point for continued exceptional performance over time.

Life Insurance - Twice annual salary to maximum $100,000.

PERS Retirement
Deferred Compensation Program - Two deferred compensation programs are available from which to choose, allowing employees to maximize contributions to their retirement accounts on a pre-tax basis. Management employees are eligible to participate in both programs concurrently.
Vacation Leave - First through fourth year accrued at 6.667 hours per month; fifth through ninth year accrues at 10 hours per month; and progressing with years of service.
Administrative Leave - Seven days per year, paid if not taken. City Manager may authorize an additional three days per year based on performance.
Tuition Reimbursement – Job related courses from accredited college or universities reimbursed at California State University East Bay current tuition rate.
Holidays - Eleven fixed holidays per year plus seven floating holidays.
Paid Sick Leave -Twelve days per year.
