Responsibilities
Assist business and IT teams in drafting RFPs in accordance with government or enterprise procurement guidelines
Provide feedback to project teams on process and procedural improvement opportunities
Advise teams on requirements gathering and documentation best practices
Provide technical leadership in identifying and documenting project needs, including system architecture and platform migration
Advise on the impact of requirements related to post-award vendor management
Contribute to establishing and achieving quality goals and objectives
Support all aspects of quality assurance, including metrics definition, best practices, and process improvements
Review project deliverables to ensure compliance with approved standards and procedures
Perform detailed reviews of interim and final deliverables
Advise on evaluation criteria and required contractual documents such as Service Level Agreements and Disaster/Data Recovery Plans
Use technical expertise to identify opportunities for operational growth and effective resource management throughout the contract lifecycle

Required
Excellent written and verbal communication and strong leadership skills
Strong influence, collaboration, and negotiation abilities
Proven ability to collaborate across business and functional teams
Excellent organizational, analytical, planning, problem-solving, and decision-making skills
Ability to meet productivity standards, complete work in a timely manner, and continuously improve efficiency
Experience defining, developing, and enforcing quality standards
Experience conducting reviews according to defined schedules
Ability to communicate and work effectively with customers and internal stakeholders
Experience tracking action items, defect resolution, and identifying potential risk areas
Ability to ensure defined processes and procedures are followed
Proactive approach to problem resolution rather than reactive
Experience mentoring and sharing knowledge with internal staff
Strong experience developing and managing Requests for Proposals (RFPs) for large-scale IT system contracts
Experience overseeing RFP processes from initiation through vendor selection
Ability to gather and document requirements from multiple stakeholder groups
Minimum 6 years of IT project consulting experience in public sector or enterprise-scale information systems
6+ years of experience developing business requirements for IT systems
6+ years of IT project leadership experience
6+ years of vendor management experience
Bachelor's degree (4-year college degree) or equivalent technical experience
